Deputy Prime Minister: Assessing the Impact of Motorcycle Emission Inspections on Citizens in Hanoi and Ho Chi Minh City

The Deputy Prime Minister has mandated an assessment of the impact of motorcycle and scooter emission inspection policies on citizens and businesses, particularly in Hanoi and Ho Chi Minh City.

The Government Office has issued Official Dispatch No. 11701 on November 28, conveying Deputy Prime Minister Tran Hong Ha’s directive regarding the review of regulations on the roadmap for implementing QCVN standards on emissions for motorcycles and scooters in traffic.

Hanoi and Ho Chi Minh City will implement emission inspections for motorcycles and scooters earlier than other localities.

In response to the proposal from the Ministry of Agriculture and Environment regarding the issuance of regulations on the roadmap for applying national technical standards on emissions for motorcycles and scooters in road traffic, Deputy Prime Minister Tran Hong Ha has tasked the Ministry of Agriculture and Environment with taking the lead. They are to coordinate with relevant ministries, agencies, and local authorities, including the Ministry of Public Security, Ministry of Justice, Ministry of Construction, Ministry of Industry and Trade, Ministry of Science and Technology, People’s Committees of Hanoi and Ho Chi Minh City, to thoroughly review the draft Decision, ensuring its feasibility.

The Deputy Prime Minister emphasized that the draft Decision should clarify the following: the issuance of this Decision before the promulgation of national technical standards on emissions for motorcycles and scooters in road traffic; solutions for organizing the inspection and certification of motorcycles and scooters to meet the emission levels specified in this Decision; inspection, control, and penalty measures for violations related to emission compliance in traffic; and the policy’s impact on citizens and businesses, particularly in Hanoi and Ho Chi Minh City. A report is to be submitted to the Prime Minister by December 15, 2025.

Hanoi and Ho Chi Minh City to Implement Motorcycle Emission Inspections Earlier

Previously, the draft roadmap outlined the start dates for emission inspections of circulating motorcycles and scooters: January 1, 2027, for vehicles in the two central municipalities of Hanoi and Ho Chi Minh City.

January 1, 2028, for vehicles in the remaining four central municipalities: Haiphong, Da Nang, Can Tho, and Hue.

Motorcycles and scooters in Hanoi and Ho Chi Minh City must meet emission standards of Level 2 or higher from January 1, 2032.

Motorcycles and scooters entering the “low emission zone” in Hanoi, as defined by the Capital Law, must comply with emission regulations as per the resolution of the People’s Council.
