Thousands Apply for Social Housing, but What Are the Alternatives for Those Who Miss Out?

In recent years, several social housing projects (NƠXH) have seen a surge in applications, far exceeding the number of available units. This has left many prospective buyers facing the prospect of missing out after the selection process. However, for those who were unable to secure a home, there is still hope. A wave of new NƠXH projects in Hanoi is set to launch, with applications opening from late 2025 and early 2026, offering another chance to own a social housing unit.

Navigating the Social Housing Lottery in Hanoi

The CT3 Kim Chung social housing project in Thien Loc commune began sales on November 17th, but by the evening prior, hundreds had already camped out to submit applications. This highlights the intense demand for affordable housing in Hanoi.

Despite the rain and cold, long lines persisted the next day as hopeful buyers sought to secure a chance at affordable housing amidst soaring commercial property prices in Hanoi. Thousands have registered for the project’s 929 units, leaving many facing disappointment.

Similar scenes unfolded at the 319 Uy No project in Dong Anh district, where applicants lined up from 2 AM. The Rice City Long Chau project also resorted to online lotteries to select buyers.

This situation reflects the stark imbalance between high demand and limited supply of social housing in Hanoi. Many applicants are likely to miss out due to the overwhelming number of submissions compared to available units.

However, hope remains for those who missed out, as several new projects are set to open applications from late 2025 to early 2026.

Second Chances for Disappointed Buyers

The next project to open applications is the CT-05 and CT-06 social housing towers in Thanh Lam – Dai Thinh 2 New Urban Area, Quang Minh commune, Me Linh district. Developed by HUD, these towers will offer over 15,400 m² of living space across 6 floors.

Applications will be accepted from December 2025, with completion scheduled for Q4 2026. Prices start at 14.88 million VND/m² for CT-05 and 14.79 million VND/m² for CT-06, including VAT and maintenance fees.

Following this, the N01 Ha Dinh project in Thanh Liet ward will open applications in Q4 2025. Developed by UDIC, Haweicco, and DAC Hanoi, this 25-story building will offer 365 social housing units and 75 commercial units, with completion expected in late 2027.

Prices are estimated at 25 million VND/m² for sale units, 390,000 VND/m²/month for rent-to-own, and 150,000 VND/m²/month for rental units.

Additional projects opening in early 2026 include Hacinco Dai Kim Nguyen Xien, Thanh Ha B Cienco5, 321 Vinh Hung, West South Kim Giang, Newlife Van Canh, X2 Tran Phu, West South Me Tri, Tien Duong 1 and 2, and Dang Xa 2.

Dr. Tran Xuan Luong, Deputy Director of the Vietnam Real Estate Market Research Institute, advises applicants to monitor project schedules and prepare documents carefully to maximize their chances. With numerous projects launching between 2025 and 2027, the social housing supply is expected to increase, reducing the need for overnight queues and lotteries.
