On November 29, 2025, Prime Minister Pham Minh Chinh signed decisions approving the election results and dismissal of the positions of Chairmen and Vice Chairmen of the People’s Committees of Ha Tinh Province, Khanh Hoa Province, and Hue City.
Specifically, for Ha Tinh Province, under Decision No. 2616/QD-TTg dated November 29, 2025, the Prime Minister approved the election results for the position of Chairman of the Ha Tinh Provincial People’s Committee for the 2021-2026 term, appointing Mr. Phan Thien Dinh, Deputy Secretary of the Ha Tinh Provincial Party Committee for the 2025-2030 term.
Mr. Phan Thien Dinh was born on December 10, 1971, in Thuan An Ward, Hue City. He holds a Master’s degree in Public Administration, a Bachelor’s degree in Economics, and a Bachelor’s degree in Law, with advanced political theory training.
He has held several key positions in the former Thua Thien-Hue Province, now Hue City, including Director of the Department of Planning and Investment of Thua Thien-Hue Province, Vice Chairman of the Thua Thien-Hue Provincial People’s Committee, Secretary of the Hue City Party Committee (under the former Thua Thien-Hue Province), Secretary of the Thuan Hoa District Party Committee, and Head of the Economic and Budget Committee of the Hue City People’s Council. On October 3, 2025, at the 17th Congress of the Hue City Party Committee, he was elected Deputy Secretary of the Hue City Party Committee for the 2025-2030 term. On October 17, 2025, at the 27th Special Session of the 8th Hue City People’s Council (2021-2026 term), he was elected Chairman of the Hue City People’s Committee.
On November 14, 2025, the Party Central Committee’s Secretariat decided to transfer and appoint Mr. Phan Thien Dinh to the Executive Committee, Standing Committee, and the position of Deputy Secretary of the Ha Tinh Provincial Party Committee for the 2025-2030 term. On November 18, 2025, the Ha Tinh Provincial People’s Council elected Mr. Phan Thien Dinh, Deputy Secretary of the Provincial Party Committee, as Chairman of the Ha Tinh Provincial People’s Committee.
Simultaneously, under Decision No. 2615/QD-TTg dated November 29, 2025, the Prime Minister approved the dismissal of Mr. Vo Trong Hai from the position of Chairman of the Ha Tinh Provincial People’s Committee for the 2021-2026 term.
Previously, on November 14, 2025, Mr. Vo Trong Hai, Deputy Secretary of the Provincial Party Committee and Chairman of the Ha Tinh Provincial People’s Committee, was transferred and appointed by the Party Central Committee’s Secretariat to the Executive Committee, Standing Committee, and the position of Deputy Secretary of the Nghe An Provincial Party Committee for the 2025-2030 term.
Under Decision No. 2588/QD-TTg dated November 24, 2025, the Prime Minister approved the election results for the position of Chairman of the Nghe An Provincial People’s Committee for the 2021-2026 term, appointing Mr. Vo Trong Hai, Deputy Secretary of the Nghe An Provincial Party Committee for the 2025-2030 term.

For Hue City, under Decision No. 2618/QD-TTg dated November 29, 2025, the Prime Minister approved the election results for the position of Chairman of the Hue City People’s Committee for the 2021-2026 term, appointing Mr. Nguyen Khac Toan, Deputy Secretary of the Hue City Party Committee for the 2025-2030 term.
Mr. Nguyen Khac Toan was born on April 19, 1970, in Khanh Hoa Province. He holds a Bachelor’s degree in Judicial Law, a Bachelor’s degree in Party Building and State Administration, and advanced political theory training.
Throughout his career, Mr. Nguyen Khac Toan has held various important positions within the Provincial Party Committee, People’s Council, and People’s Committee of Khanh Hoa Province. He served as an alternate member of the 11th and 12th Central Committee of the Communist Party of Vietnam.
In March 2020, he was elected Permanent Deputy Secretary of the Provincial Party Committee; from June 2021, he served as Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Khanh Hoa Provincial People’s Council.
On September 16, 2025, he was elected Chairman of the Khanh Hoa Provincial People’s Committee for the 2021-2026 term.
The Party Central Committee’s Secretariat transferred and appointed Mr. Nguyen Khac Toan, Deputy Secretary of the Provincial Party Committee and Chairman of the Khanh Hoa Provincial People’s Committee, to the Executive Committee, Standing Committee, and the position of Deputy Secretary of the Hue City Party Committee for the 2025-2030 term.
On November 18, 2025, the 8th Hue City People’s Council (2021-2026 term) elected Mr. Nguyen Khac Toan, Deputy Secretary of the City Party Committee, as Chairman of the Hue City People’s Committee for the 2021-2026 term.
Simultaneously, under Decision No. 2617/QD-TTg dated November 29, 2025, the Prime Minister approved the dismissal of Mr. Phan Thien Dinh from the position of Chairman of the Hue City People’s Committee for the 2021-2026 term.
For Khanh Hoa Province, under Decision No. 2626/QD-TTg dated November 29, 2025, the Prime Minister approved the election results for the position of Chairman of the Khanh Hoa Provincial People’s Committee for the 2021-2026 term, appointing Mr. Tran Phong, Deputy Secretary of the Khanh Hoa Provincial Party Committee for the 2025-2030 term.
Mr. Tran Phong was born in 1974 in Quang Phuong Commune, Quang Trach District, Quang Binh Province. He holds advanced political theory training, a Bachelor’s degree in Comprehensive Business Administration, and a Master’s degree in Economics.
He has held various positions, including Vice Chairman of the Bo Trach District People’s Committee, Deputy Head of the Quang Binh Provincial Party Committee’s Inspection Commission, Director of the Department of Natural Resources and Environment of Quang Binh Province, Vice Chairman of the Quang Binh Provincial People’s Committee, and Secretary of the Dong Hoi City Party Committee.
From July 1, 2025, Mr. Tran Phong was appointed Chairman of the Quang Tri Provincial People’s Committee (new) for the 2021-2026 term. The Party Central Committee’s Secretariat transferred and appointed him to the Executive Committee, Standing Committee, and the position of Deputy Secretary of the Khanh Hoa Provincial Party Committee for the 2025-2030 term.
On November 19, 2025, the 7th Khanh Hoa Provincial People’s Council (2021-2026 term) held a vote and adopted a resolution confirming the election results for the position of Chairman of the Khanh Hoa Provincial People’s Committee for the 2021-2026 term, appointing Mr. Tran Phong, Deputy Secretary of the Provincial Party Committee.
Under Decision No. 2621/QD-TTg dated November 29, 2025, the Prime Minister approved the dismissal of Mr. Nguyen Khac Toan from the position of Chairman of the Khanh Hoa Provincial People’s Committee for the 2021-2026 term./.
