Ho Chi Minh City Considers Launching Can Gio Bridge Construction in January 2026

Ho Chi Minh City has set a clear objective: to meet all necessary conditions for the groundbreaking of the Can Gio Bridge project, scheduled for January 15, 2026.

The aforementioned information was outlined in a notification from the Ho Chi Minh City People’s Committee Office, summarizing Vice Chairman Bui Xuan Cuong’s conclusions at a meeting regarding the progress of investment research for Group A projects, including the Can Gio Bridge, Thu Thiem 4 Bridge, and Phu My 2 Bridge.

Specifically, during the November 26 meeting, after hearing reports from the Department of Construction and the Department of Finance, along with input from attending units, Vice Chairman Bui Xuan Cuong tasked the Department of Construction with urgently synthesizing and finalizing the dossiers for two investment options for the Can Gio Bridge project.

Option 1: Public investment, ensuring the conditions and procedures for the City People’s Council to approve the investment policy at the December 2025 session. Simultaneously, a detailed timeline for each task must be established.

Option 2: Investment in the Can Gio Bridge through a Public-Private Partnership (PPP) model, considering the proposal from Masterise Group Corporation, with a targeted groundbreaking date of January 15, 2026.

Currently, the Binh Khanh ferry is the primary connection between Ho Chi Minh City center and Can Gio.

The Can Gio Bridge project, spanning the Soai Rap River, has an estimated total investment of approximately 11,087 billion VND. The entire route is about 7 km long, comprising over 3 km of bridge and 4 km of access roads. This project is considered a vital link connecting Ho Chi Minh City center with the old Can Gio area and surrounding regions, replacing the current Binh Khanh ferry.

Upon completion, the Can Gio Bridge, in conjunction with the Ben Thanh – Can Gio high-speed railway and other sea-crossing bridges, will form a seamless transportation axis from the city center to Can Gio, facilitating easier travel and fostering economic, tourism, and social development.

With an investment of over 11,000 billion VND, the Can Gio Bridge will be the largest cable-stayed bridge in Ho Chi Minh City upon completion.

The Can Gio Bridge project has been assigned by the Ho Chi Minh City People’s Committee to the city’s Department of Transport (now the Department of Construction) as the project preparation agency. This department is responsible for drafting and submitting the pre-feasibility and feasibility study reports, along with other related tasks.

The Ho Chi Minh City Department of Finance is also calling on businesses to register their interest during the city’s investor interest survey phase, as per regulations.

Can Gio is emerging as a new growth pole in Ho Chi Minh City, attracting numerous investors with key infrastructure projects.

Previously, Masterise Group Corporation submitted a document to the Ho Chi Minh City People’s Committee, expressing their desire to collaborate with the city in developing transportation infrastructure connecting the southeastern region.

The company proposed participating in the construction of the Can Gio Bridge under the Build-Transfer (BT) model.

In addition to Masterise Group, several major investors have shown interest in this project. Trung Nam Group also submitted a proposal to the Ho Chi Minh City People’s Committee, initially suggesting a Build-Operate-Transfer (BOT) contract. However, they later proposed switching to the BT model.

Thai Group also proposed implementing the project under the BT model.

According to the initial plan, the Can Gio Bridge project was to be prepared for investment during 2024-2025, with construction starting in 2026 and completion expected by 2028. Once operational, the bridge will reduce travel time from Ho Chi Minh City center to Can Gio to approximately 40-50 minutes.

However, the project has faced delays due to planning-related issues.

Additionally, the Phu My 2 Bridge project (connecting Dong Nai) has been urged to accelerate its progress. The Department of Finance must work urgently with Masterise Group Corporation to review and shorten the preparation time.

The key objective is to ensure this project also breaks ground on January 15, 2026, in celebration of the 14th National Congress.

For the Thu Thiem 4 Bridge project, the Department of Construction and the Department of Planning and Architecture have been tasked with promptly reviewing feedback from the Ministry of Construction regarding Ho Chi Minh City’s proposal. The Department of Construction must also prepare a comprehensive report on the project’s implementation plan under the PPP model.
