During the meeting on November 29, the Hai Phong City Party Committee Executive Board unanimously adjusted the resolution on social housing development by 2030.
According to the report by the City People’s Committee Party Committee, from 2021 to 2025, Hai Phong has initiated 23 social housing projects for workers and low-income earners, totaling over 26,700 units. By 2024, 5,904 units have been completed. In 2025, the city plans to develop an additional 20,811 units, with 10,775 units expected to be completed, surpassing the target of 10,694 units set by the Prime Minister.
From 2026 to 2030, the city aims to complete 25 more projects, comprising over 28,199 units, with 14 projects already attracting investors. In total, the ongoing and upcoming projects will reach 48, providing 54,914 social housing units, achieving 111% of the central government’s target for the 2021-2030 period.
Based on this, the City Party Committee Executive Board agreed to amend Resolution 09-NQ/TU, updating the targets to align with the new administrative boundaries post-merger. The total social housing target for Hai Phong by 2030 is set at 49,455 units, integrating the targets of Hai Phong and Hai Duong as per Decision 444/QĐ-TTg.

Addressing the conference, Party Secretary Le Tien Chau acknowledged that Resolution 09-NQ/TU in 2023 has positively impacted social housing development. However, with rapidly changing contexts and ongoing improvements in central legislation, adjusting the resolution is essential to maintain unified leadership, guidance, and alignment with practical developments.
The Party Secretary directed the City People’s Committee Party Committee to instruct departments, agencies, and localities to promptly update and adjust related programs and plans, ensuring effective implementation post-adjustment.
Approval of the South Hai Phong Coastal Economic Zone Plan
The conference also reviewed and approved the Master Plan for the South Hai Phong Coastal Economic Zone by 2050. The planning area includes the entire communes of Hung Thang and Chan Hung, and parts of Nghi Duong, Kien Hung, Kien Hai, An Hung, Tien Minh, Nguyen Binh Khiem, Vinh Am, and Nam Do Son, covering approximately 20,000 hectares.
Projections indicate the population will grow from 132,632 in 2025 to around 195,000 in 2035 and 350,000 in 2050. The plan aims to establish a multi-sector coastal economic zone, leveraging advanced technology, balancing economic growth with ecological conservation, and ensuring national defense and security. This zone is expected to be a key growth driver for the city and the Red River Delta region.
