Land Acquisition Hurdles Threaten Early Completion of Quảng Trị’s Billion-Dollar Bridge Project

Major Land Clearance Hurdles in Dong Hoi Ward

Component Project 2—Nhat Le 3 Bridge and its Approach Roads (part of the Coastal Road and Nhat Le 3 Bridge Project)—is pivotal for local economic and social development, particularly in the former Dong Hoi City area.

Nhat Le 3 Bridge is a key infrastructure project in Quang Tri Province.

Quang Tri Province aims to complete the project by 2025, ten months ahead of the original October 2026 deadline. However, land clearance delays are jeopardizing this accelerated timeline.

The project spans over 2.8 km, including a 561-meter bridge with a 23.5-meter width, at a total investment of 1.3 trillion VND. While the bridge is nearly complete, the approach roads remain stalled due to unresolved land issues.

According to the Dong Hoi City Project Management Unit for Investment Construction and Land Development (PMU), over 2.6 hectares in Dong Hoi Ward are still pending clearance, affecting 50 households and 4 organizations. Key issues include boundary disputes, requests for remeasurement, compensation adjustments, and land origin disagreements.

Approach roads, especially in Dong Hoi Ward, face significant land clearance challenges.

In the Bao Ninh resettlement area, six cases are under a 60-day negotiation period. Notably, two households with farms built on disputed land are ineligible for compensation, leading to prolonged disputes as residents claim the land was reclaimed.


Contractors Awaiting Land Clearance

Overall project progress stands at 88.4%. Contractors have completed the bridge’s lower structure, installed steel arches, cables, and railings, and are working on the upper structure and lighting. However, sections of the approach roads remain untouched due to uncleared land, preventing synchronized construction.

The Nhat Le River bridge is nearly complete, with only minor components remaining.

While total disbursements exceed 1.004 trillion VND (80% of the budget), 2025’s allocation has only reached 16%. Delays stem from land clearance issues and compensation adjustments requested by residents.

The Dong Hoi Ward People’s Committee, PMU, and Comprehensive Infrastructure Development Project Management Unit are intensifying dialogue, reviewing files, and finalizing procedures.

The province mandates publicizing compensation plans for affected households by November 2025 and preparing measures to protect construction from uncooperative cases. As of November 24, workers continue bridge construction, but approach roads in Dong Hoi Ward remain stalled due to uncleared land.

The project risks missing its early completion goal due to land clearance delays.

Persistent land clearance issues threaten to derail the project’s accelerated timeline unless significant progress is made soon.
