Major Land Clearance Hurdles in Dong Hoi Ward

Component Project 2—Nhat Le 3 Bridge and its connecting roads (part of the Coastal Road and Nhat Le 3 Bridge Project)—is pivotal for the socio-economic development of Quang Tri Province, particularly in the former Dong Hoi City area.

Nhat Le 3 Bridge is a key infrastructure project for Quang Tri Province.

The province aims to complete the project by 2025, ten months ahead of the original October 2026 deadline. However, land clearance delays are jeopardizing this accelerated timeline.

Spanning over 2.8 km, the project includes a 561-meter bridge with a 23.5-meter width and a total investment of 1.3 trillion VND. While the bridge is nearly complete, the connecting roads remain stalled due to unresolved land acquisition issues.

According to the Dong Hoi City Project Management Unit for Investment Construction and Land Development, over 2.6 hectares in Dong Hoi Ward remain uncleared, affecting 50 households and 4 organizations. Key issues include boundary disputes, requests for re-measurement, compensation adjustments, and land origin disagreements.

Connecting roads, especially in Dong Hoi Ward, face significant land clearance challenges.

In the Bao Ninh resettlement area, six cases are under a 60-day negotiation period. Notably, two households with farms built on disputed land are ineligible for compensation, leading to prolonged disputes as residents claim the land was reclaimed.

Contractors Awaiting Land Clearance

Currently, 88.4% of the project is complete. Contractors have finished the bridge’s lower structure, installed steel arches, cables, and railings, and are working on the upper structure and lighting. However, road construction remains halted due to uncleared land, preventing synchronized progress.

The Nhat Le River bridge is nearly complete, with only minor components remaining.

While over 1.004 trillion VND (80%) has been disbursed, only 16% of the 2025 budget has been allocated. Delays stem from land clearance issues and compensation adjustments requested by residents.

Local authorities, including Dong Hoi Ward, the Project Management Unit, and the Provincial Infrastructure Development Board, are intensifying dialogue, reviewing files, and finalizing procedures.

The province mandates publicizing compensation plans for affected households by November 2025 and preparing measures to protect construction from uncooperative cases. As of November 24, workers continue bridge construction, but road work in Dong Hoi Ward remains stalled due to uncleared land.

The project risks missing its early completion goal due to land clearance delays.

Without swift progress in land clearance, the Nhat Le 3 Bridge project faces significant risks of timeline disruptions, despite efforts to expedite completion.
