The Standing Committee of the Lam Dong Provincial Party Committee has issued a critical conclusion, urging the urgent termination of the previous BOT (Build-Operate-Transfer) contract, along with the settlement of all related expenses for the Phan Thiet Airport project.
This decisive move aims to resolve long-standing issues, paving the way for the implementation of the remaining phases of this dual-use strategic project.
In conjunction with terminating the BOT contract, the Lam Dong Provincial Party Committee mandates an open tender process to select a new investor for the project.

Transitioning to a tender process ensures transparency, efficiency, and strict compliance with national defense and security regulations for the dual-use airport.
This decision underscores Lam Dong Province’s strong commitment to advancing key infrastructure projects, particularly the investment approval for the civilian component (terminals and civil aviation infrastructure).
Previously, the Office of the People’s Committee of Lam Dong Province compiled feedback from relevant departments to approve the investment policy for the civilian aviation component of Phan Thiet Airport.

Accordingly, the People’s Committee received a review report from the Department of Finance recommending the approval of the investment policy for the Phan Thiet Airport project’s civilian aviation component (located in Mui Ne Ward, Lam Dong).
The Lam Dong Department of Finance confirmed that the project meets the criteria for submission to the People’s Committee for investment policy approval, utilizing a tender process to select investors, in compliance with the 2020 Investment Law.
On September 23, 2025, the Government Office issued Document No. 9014, guiding the People’s Council and People’s Committee of Lam Dong Province in their authority to terminate contracts, make decisions, and adjust the investment policy for the civilian component of Phan Thiet Airport.
In July 2025, a subsidiary of Sun Group submitted a proposal to the People’s Committee of Lam Dong Province expressing interest in investing in the civilian component of Phan Thiet Airport.
