On December 1, the National Assembly voted to amend and supplement the agenda of the 10th session. Seven additional items were included for review and approval, focusing on critical national policies and development initiatives.
Key additions include the draft Resolution on National Energy Development Policies for 2026–2030, amendments to Resolution 98/2023 on pilot mechanisms for Ho Chi Minh City’s growth, and adjustments to Resolution 136/2024 regarding urban governance and special policies for Da Nang’s development.

Additional highlights are the Vinh-Thanh Thuy Expressway investment plan, the second allocation of the 2025 state budget from non-refundable foreign aid, and adjustments to Resolution 94/2015 concerning Long Thanh International Airport.
Notably, the Assembly will revise Resolution 170/2024 to address land and project challenges in Ho Chi Minh City, Da Nang, and Khanh Hoa, with decisions finalized in the session’s resolution.
Time has been allocated to review the Special Court Law within the International Financial Center. The session’s schedule remains unchanged, with adjustments made to accommodate these additions.
On December 3, discussions will begin on amendments to Resolutions 98/2023 and 136/2024, focusing on Ho Chi Minh City and Da Nang’s development policies.
