During the November 2025 press conference, Mr. Duong Dinh On, Deputy Director of the Department of Agriculture and Environment in Hai Phong, announced that the city is intensifying efforts to clear land for the Lao Cai – Hanoi – Hai Phong railway project. This critical transportation initiative aims to connect key industrial hubs, seaports, and logistics networks in Northern Vietnam.
Hai Phong has completed asset surveys in 9 out of 23 wards and communes, including Cat Hai, Nam Do Son, Dong Hai, Hai An, Dai Son, Gia Phuc, An Quang, Binh Giang, and Tu Ky.
The city has been assigned 14 resettlement projects with 22 zones. Of these, 15 zones in wards such as Duong Kinh, An Hung, An Khanh, Kien Thuy, Kien Hai, Tan Ky, Chi Minh, Yet Kieu, Gia Loc, Gia Phuc, and Cam Giang have completed land clearance.
Three major resettlement zones in Kien Thuy, An Lao, and Duong Kinh received an additional VND 100 billion each from the City Council to accelerate progress. As of November 18, the Duong Kinh project has disbursed 99% of its allocated funds, with the remaining two projects expected to complete disbursement by January 2026.

According to Mr. Le Quy Thiep, Director of the Department of Construction in Hai Phong, the resettlement zones are equipped with comprehensive technical infrastructure, social amenities, and transportation networks. These new residences are designed to be more spacious and convenient than the previous ones, seamlessly integrated with existing roads and communities.
Out of the 6 stations within the city, many locations have completed agricultural land surveys and compensation plans. However, overall progress remains slow due to unresolved issues regarding route alignment, station positioning, and official boundary demarcation.
Some areas face challenges due to overlaps with previously completed infrastructure projects, such as the Hanoi – Hai Phong Expressway and the Tan Vu – Lach Huyen Road. As of November 26, Hai Phong has disbursed 92.8% of compensation funds in Cat Hai and 43.47% of construction funds for the railway in the western part of the city.
To address these challenges, Hai Phong is expediting the development of resettlement zones to facilitate land clearance for affected households. The city is also coordinating compensation efforts and ensuring timely completion of resettlement projects.
On December 19, a groundbreaking ceremony for Component 1 of the Lao Cai – Hanoi – Hai Phong railway project will be held in Gia Loc commune.
Under the National Assembly’s resolution, the Lao Cai – Hanoi – Hai Phong railway spans approximately 419 km with a total investment of over VND 203 trillion (USD 8.37 billion). The project will pass through six provinces and cities: Lao Cai, Phu Tho, Hanoi, Bac Ninh, Hung Yen, and Hai Phong.
The Hai Phong section alone covers nearly 90 km, traversing 23 wards and communes, and includes 6 stations and 3 operational hubs. Approximately 624 hectares of land will be acquired, impacting over 6,000 households, with a total land clearance budget of VND 11.2 trillion.
The project is expected to drive socioeconomic development by connecting industrial zones and seaports, reducing pressure on existing road networks, expanding development opportunities, and enhancing regional logistics capabilities. Hai Phong considers this a critical political task and a strategic move to revolutionize its infrastructure, improve transportation efficiency, ensure traffic safety, and strengthen national defense and security.
