Component Project 2 – Nhat Le 3 Bridge and its connecting roads, part of the Coastal Road and Nhat Le 3 Bridge Project – is a key infrastructure initiative aimed at boosting development in the former Dong Hoi City area, now Dong Hoi Ward. Quang Tri Province aims to complete the project by 2025, 10 months ahead of the original schedule.
The project spans over 2.8 km, with the Nhat Le 3 Bridge itself measuring more than 561 meters in length and 23.5 meters in width. The total investment is 1.3 trillion VND. While the bridge is nearly complete, with only a few auxiliary components remaining, the two connecting roads are still under construction due to land clearance issues.
According to the Dong Hoi Project Management Board for Investment Construction and Land Fund Development, over 2.6 hectares in Dong Hoi Ward remain unresolved, involving 50 households and 4 organizations. Challenges include boundary disputes, requests for re-measurement, compensation adjustments, and disagreements over land origins.

The connecting roads, particularly in Dong Hoi Ward, are delayed due to land clearance issues.
In the Bao Ninh resettlement area, 6 cases are under negotiation within a 60-day period. Two households with farms built on disputed land are not eligible for compensation, leading to prolonged complaints.
To date, the project is 88% complete. The contractor has finished the bridge’s lower structure, installed steel arches, suspension cables, and railings, and is working on the upper structure and lighting system. However, several road sections remain unfinished due to unresolved land issues, preventing synchronized construction.
Eighty percent of the total capital has been disbursed, but the 2025 capital plan has only reached 16%, as many components cannot proceed until compensation and support are finalized. Some plans have been adjusted based on residents’ feedback.
The Dong Hoi Ward People’s Committee and project management boards are intensifying dialogue, reviewing files, and completing procedures. Quang Tri Province has mandated the public disclosure of compensation plans for affected households by November 2025 and is preparing measures to protect construction in uncooperative cases.
Workers continue to construct the Nhat Le 3 Bridge, but the connecting roads in Dong Hoi Ward remain stalled. Without progress in land clearance, the 2025 completion goal is at risk.
The Nhat Le 3 Bridge and its connecting roads project has a total investment of 1.3 trillion VND. According to the former Quang Binh Province’s decision, the project is scheduled from 2022 to 2026, with the contractor committing to completion within 41 months.
