Revitalizing the Red River: A Billion-Dollar Boulevard Vision

The Vietnamese government has approved the proposal to study and invest in the Red River Scenic Avenue project, as suggested by Hanoi City. This ambitious initiative aims to transform the city’s landscape and enhance urban development along the Red River banks.

The project is set to become a landmark, symbolizing the capital’s identity. This is a crucial moment to drive the development of urban spaces along the Red River’s banks.

The Red River Scenic Avenue is one of the five strategic axes outlined in the Capital’s Master Plan. Covering approximately 11,000 hectares and stretching over 40 km along the Red River, it spans 16 wards and communes within the Ring Road 4 area, impacting 40,000 residents. Hanoi City has finalized the basic planning design, which includes 8 landscape parks and 12 themed parks, totaling over 3,000 hectares.

This project is expected to significantly contribute to Hanoi’s four major goals: alleviating traffic congestion, reducing environmental pollution, urban beautification, and addressing inner-city flooding. Upon completion, it will seamlessly connect all bridges crossing the Red River.

With a target completion date of 2030, Hanoi City has proposed special mechanisms for planning, investment, land management, site clearance, and resettlement.

The project covers approximately 11,000 hectares, with the Red River Scenic Avenue occupying around 7,800 hectares across 16 wards and communes: Thượng Cát, Đông Ngạc, Phú Thượng, Hồng Hà, Lĩnh Nam, Bồ Đề, Long Biên, Ô Diên, Thanh Trì, Nam Phù, Hồng Vân, Mê Linh, Thiên Lộc, Vĩnh Thanh, Đông Anh, and Bát Tràng.

In September 2025, the Deo Ca Group – Van Phu Invest consortium submitted a preliminary report on the Red River Avenue and Landscape project after two months of research. The project is estimated at 300 trillion VND, including an 80 km avenue along both riverbanks, from Hong Ha Bridge to Me So Bridge. It features 67 km of elevated roads and 10 km of underpasses with 6 lanes.

This mega-project is envisioned to transform Hanoi, the millennial capital, into a modern riverside city, becoming the “Red River Miracle” and realizing generations’ dreams. It aims to position Hanoi as Vietnam’s economic, cultural, and social hub with regional influence.

Hanoi City’s basic planning design includes 8 landscape parks and 12 themed parks, covering over 3,000 hectares.

Currently, the Red River banks consist mainly of alluvial grounds, farmland, and some villages.

The project’s core components are two 92 km road sections running along both riverbanks, from Hong Ha Bridge to Me So Bridge.

The project will create a chain of 8 open parks, ecological parks, and 12 themed parks, totaling 3,297 hectares, with some iconic structures outside the dyke.

Two 85 km monorail lines along the riverbanks will support the Transit-Oriented Development (TOD) model.

The project is divided into three urban zones along the Red River. The section from Hong Ha Bridge to Thang Long Bridge will feature ecological parks, natural conservation areas, and sports facilities.

The area from Thang Long Bridge to Thanh Tri Bridge will be a multifunctional zone for public spaces, culture, commerce, and entertainment.

From Thanh Tri Bridge to Me So Bridge, the focus will be on commerce, services, transportation, and eco-agricultural parks, including existing and new residential areas, public facilities, and tourism.

The total investment is estimated at 338 trillion VND, implemented through a public-private partnership. Hanoi City plans to break ground on December 19, aiming for completion by 2030.
