Starlink Satellite Internet Soon to Be Available in Vietnam

Starlink is set to resubmit its application for a pilot license to provide satellite internet services in Vietnam, following the resolution of issues previously highlighted by regulatory authorities.

At the December regular press conference of the Ministry of Science and Technology (MOST), Mr. Nguyen Anh Cuong, Deputy Director of the Department of Telecommunications, provided updates on the licensing progress for Starlink’s satellite internet services in Vietnam.

“Starlink has reached the final stages of obtaining approval to provide services in Vietnam,” stated Mr. Cuong.

Previously, Starlink submitted its application once for evaluation by relevant authorities. MOST forwarded the application to related ministries, including the Ministry of National Defense and the Ministry of Public Security, for their input.

The application was returned to Starlink for further clarification on certain points before final approval. “We expect them to resubmit the application this week and will strive to grant the license as soon as possible,” shared a representative from the Department of Telecommunications.

To date, SpaceX has launched over 10,000 Starlink satellites.

The Department of Telecommunications also shared updates on the progress of the Kuiper satellite project. Amazon submitted its application on November 24 after receiving guidance from the Department of Telecommunications, the Radio Frequency Management Agency, and other relevant bodies.

The pilot policy for deploying low-Earth orbit satellite communication services, as outlined in Resolution 193 dated February 19, 2025, by the National Assembly, governs this process. Similar to Starlink, Amazon’s project application will be reviewed by the Prime Minister for pilot deployment approval.

Upon approval, Amazon will proceed with establishing a business entity, registering investments, and applying for telecommunications licenses.

Amazon’s initiative aims to deploy over 3,200 LEO satellites, providing high-speed internet (up to 400 Mbps for individuals and 1 Gbps for businesses) with low latency. The focus is on underserved or poorly served areas, including remote regions, islands, and maritime zones.

The project targets up to 600,000 subscribers, catering to consumers, businesses, aviation, maritime, government services, and more.

Satellite internet is recognized for its extensive coverage, unaffected by ground-based infrastructure. Its integration can complement terrestrial telecommunications, ensuring connectivity in areas with limited signal coverage.

Regarding volunteer-developed flood rescue maps, the Department of Telecommunications commended the creativity and proactive efforts of these groups.

However, the agency noted that this domain falls under the jurisdiction of the Ministry of Agriculture and Environment. The Department of Telecommunications pledged to act as a liaison between telecom companies, solution developers, and regulatory bodies to explore the integration of these mapping platforms into practical operations.

The AI-powered “Rescue Information” map has processed thousands of rescue requests, supply needs, and alerts during recent natural disasters, aiding local response teams.

Deputy Minister of Science and Technology Bui Hoang Phuong emphasized several key considerations. Although flood mapping is not directly under the Department of Telecommunications’ purview, he urged the agency to instruct telecom companies to collaborate when necessary.

The Department of Telecommunications is tasked with engaging telecom companies to explore data connectivity, sharing, or verification with the Ministry of Agriculture and Environment and other relevant agencies. This aims to enhance rescue support, verify reported information, and ensure public safety during disasters.

The Deputy Minister affirmed that MOST will continue collaborating with ministries, agencies, and telecom companies to strengthen disaster response capabilities, maintain stable communication, and protect citizens effectively and promptly.
