The Ninh Binh Provincial People’s Council has approved adjustments to the investment policy for the Nam Dinh – Hoa Lu Scenic Route Project, now rebranded as the Ninh Binh Economic and Social Development Dynamics Road Project (Nam Dinh – Hoa Lu).
The revised total investment stands at nearly VND 14,000 billion, with over VND 6,700 billion allocated for compensation, resettlement support, and land clearance, structured as an independent sub-project.
Post-adjustment, the dynamic road network comprises four routes spanning approximately 39 km, traversing 12 communes and wards across the merged territories of Ha Nam, Nam Dinh, and Ninh Binh provinces.
The 21 km main route, connecting National Highway 1 and its bypass to Provincial Road 485B in My Loc Ward, is designed as a Grade II plain road with a 100 km/h speed limit, featuring a 49-meter-wide carriageway and four lanes. Sections through residential areas will expand to 122 meters with frontage roads.
The 12.2 km Ring Road 2, linking My Loc Ward to National Highway 38B, serves as a critical connector to the Tran Temple route. It supports speeds up to 80 km/h with a 57-meter-wide carriageway and four lanes.
Two supplementary branches extend from this route: a 5.1 km branch to Tran Temple (41-meter-wide carriageway, terminating at National Highway 10), and a 0.7 km branch linking Ring Road 2 to the Tran Temple connector (57-meter-wide carriageway, ending at National Highway 38B).
The project requires over 322 hectares of land, including 233 hectares of rice fields and 11 hectares of residential land.
Implementation timelines: 2025 for investment preparation, 2026–2028 for construction, and post-2029 for completion and operation.
In addition to the road network, the project includes seven major bridges ensuring seamless connectivity: Day River Overpass (897 m long, 34.5 m wide), Cau Gie – Ninh Binh Expressway Overpass (410 m long, 32 m wide), Sat River Overpass (97 m long, 32 m wide), and Provincial Road 486B Overpass (330 m long, 12 m wide).
Ring Road 2 features a National Highway 21A Railway Overpass (410 m long, 26.5 m wide). Branch 1 includes a Canal Overpass (50 m long, 32 m wide), and Branch 2 features a Chau Giang River Overpass (113 m long, 27 m wide).
The Nam Dinh – Hoa Lu Dynamics Road is poised to enhance inter-regional connectivity between Nam Dinh’s core and Hoa Lu, catalyzing socioeconomic growth, ecotourism, and trade in post-merger Ninh Binh. It will accelerate Ninh Binh’s transformation into a centrally governed city, spotlighting spiritual tourism across the region’s cultural and historical landmarks.
