The Prime Minister has directed the Ministry of Industry and Trade to review and propose adjustments to the list of key energy sector projects during implementation, ensuring alignment with practical needs.

The list of critical national programs, projects, and energy sector priorities under the State Steering Committee’s guidance includes: 32 power generation projects (21 thermal power plants, 9 hydroelectric plants, and 2 offshore wind farms); 7 LNG storage projects.
Additionally, the list encompasses 7 projects within gas-power chains; several transmission line and substation projects (12 grid connection and capacity release projects, 8 projects to enhance electricity imports, and 14 projects to strengthen transmission capacity for major load areas); 1 oil refinery project (Dung Quat Refinery upgrade and expansion); and 3 inter-regional renewable energy industrial and service centers in the South Central and Southern regions (High-voltage submarine cable factory for renewable energy projects; Renewable Energy Industrial and Service Center in Ho Chi Minh City; Renewable Energy Industrial and Service Center in Khanh Hoa).
The power generation projects include: Quang Ninh LNG Thermal Power Plant; Hai Phong LNG Thermal Power Plant Phase 1; Hai Phong LNG Thermal Power Plant Phase 2; Thai Binh LNG Thermal Power Plant; Nghi Son LNG Thermal Power Plant; Cong Thanh LNG Thermal Power Plant; Quynh Lap LNG Thermal Power Plant; Vung Ang III LNG Thermal Power Plant; Quang Trach II LNG Thermal Power Plant; Quang Trach III LNG Thermal Power Plant; Hai Lang LNG Thermal Power Plant Phase 1; Ca Na LNG Thermal Power Plant; Hiep Phuoc LNG Thermal Power Plant Phase 1; Hiep Phuoc LNG Thermal Power Plant Phase II; Long Son LNG Thermal Power Plant; Long An I Thermal Power Plant; Long An II Thermal Power Plant; Bac Lieu LNG Thermal Power Plant; Long Phu I Thermal Power Plant; Ninh Thuan I Nuclear Power Plant; Ninh Thuan II Nuclear Power Plant.
Hydroelectric projects include: Tri An Hydropower Plant Expansion; Bac Ai Pumped Storage Hydropower Plant; Don Duong Pumped Storage Hydropower Plant (Unit 1); Don Duong Pumped Storage Hydropower Plant (Units 2, 3); Tuyen Quang Hydropower Plant Expansion; Ban Chat Hydropower Plant Expansion; Hoi Quang Hydropower Plant Expansion; Lai Chau Hydropower Plant Expansion; Son La Hydropower Plant Expansion.
Offshore wind projects include those in the South Central Offshore Wind Development Zone 1 (South Central Offshore Wind 1.1, 1.2, 1.3, 1.4) and the Offshore Wind Export Project from Vietnam to Singapore and Malaysia.
LNG storage projects include: Quang Ninh Power Plant LNG Storage; Thai Binh Power Plant LNG Storage; Nghi Son Power Plant LNG Storage; Hai Lang Power Plant LNG Storage Phase 1; Ca Na Power Plant LNG Storage; Bac Lieu Power Plant LNG Storage Phase 1; Vung Ang LNG Storage Phase 1.
The Prime Minister has instructed that if amendments are necessary during implementation, the Ministry of Industry and Trade should review, compile feedback, and propose adjustments to the list, submitting them to the Prime Minister for approval.
This decision takes effect from December 2, 2025, and replaces Decision No. 270/QD-TTg dated April 2, 2024, by the Prime Minister, approving the list of critical national programs, projects, and energy sector priorities.
