Groundbreaking Proposal by the Ministry of Public Security: Nationwide Driver’s License Reforms Unveiled

Recently, the Traffic Police Department (Ministry of Public Security) announced that they are finalizing a draft amendment to Circular 12/2025. The aim is to optimize the process of issuing and renewing driver’s licenses (DLs), reduce paperwork, and expand the use of digital data in processing applications.

Expanding Electronic Driver’s Licenses and Eliminating Renewal Applications

According to the draft, driver’s licenses will be issued in electronic form and directly integrated into the Ministry of Public Security’s database. This will enable quick and convenient verification during inspections. Traffic police officers will only check electronic licenses. Citizens who require a physical PET card can register and pay the issuance fee.

Notably, the Traffic Police Department proposes eliminating the renewal application form. Previously required information will be automatically retrieved from the National Population Database and specialized transportation databases.

Citizens can use self-taken photos or images from the national ID database when renewing their licenses. For those with Level 2 digital identification (via VNeID, VNeTraffic, or the Ministry of Public Security’s app), the entire renewal process can be completed 100% online.

One month before a license expires, the app will send a notification reminding citizens to undergo a health checkup. The results will automatically update the system, and the license will be renewed without requiring in-person submission.

The processing time for license-related applications is proposed to be significantly reduced:

New License Issuance: Reduced from 7 days to 4.5 days.

Electronic Data Integration: Reduced from 3 days to 2 days.

License Renewal: Reduced from 5 days to 3.5 days.

Importantly, within two hours of completing the driving test, the system will generate a license number for successful candidates, ensuring faster and more transparent processing.

Revising Driving Test Structure: More Practical Tests, No Simulations

Based on practical experience, the Traffic Police Department identifies vehicle control skills and legal compliance as critical factors in ensuring road safety.

Therefore, the department proposes eliminating the simulation test for car driving exams and increasing the number of on-road practical tests. The duration of practical exams will be standardized at 15 minutes.

Errors deemed dangerous or likely to cause accidents will result in immediate test disqualification, ensuring that only candidates meeting safety standards are licensed.

For motorcycle exams, the department proposes adding a comprehensive maneuver test to thoroughly assess candidates’ situational handling and driving skills. Serious safety-related errors will also lead to disqualification.

The Traffic Police Department stated that, alongside administrative and testing improvements, they will intensify legal awareness campaigns and strictly enforce traffic safety regulations.

These comprehensive measures are expected to enhance driver awareness, reduce accident risks, and progressively foster a safe and civilized traffic environment.
