The Hanoi Party Committee’s Standing Board has established a Steering Committee to review and develop a comprehensive master plan for the capital city with a 100-year vision. This initiative integrates the Hanoi Capital Planning for the 2021-2030 period, with a vision to 2050, and the Adjusted General Plan for Hanoi Capital until 2045, with a vision to 2065.
Leading the Steering Committee is Mr. Nguyen Duy Ngoc, Politburo Member and Secretary of the Hanoi Party Committee.

The Steering Committee is tasked with overseeing the review and adjustment of the Hanoi Capital Planning for the 2021-2030 period, with a vision to 2050, and the Adjusted General Plan for Hanoi Capital until 2045, with a vision to 2065. This will be done concurrently with the development of the comprehensive 100-year master plan.
The Committee will supervise, inspect, and urge departments, agencies, and local authorities to implement the two major capital plans in accordance with the law. Regular meetings will be held to monitor progress and address any challenges promptly. For issues with differing opinions or significant matters, the Committee will compile reports and recommendations for the Central Committee’s consideration and resolution.
Additionally, the Steering Committee will guide the revision of Resolution No. 15-NQ/TW dated May 5, 2022, issued by the Politburo, on the development orientations and tasks for Hanoi Capital until 2030, with a vision to 2045. It will also propose amendments to the Capital Law and review, draft, and submit for approval the comprehensive 100-year master plan. This plan will integrate the two major capital plans to incorporate the General Secretary’s directives, development orientations outlined in the 14th National Party Congress’s Resolution, the 18th Hanoi Party Congress’s Resolution, and other strategic resolutions and guidelines from the Central Committee and the city. The aim is to meet the capital’s development needs in the new era. The Committee will also propose policies and mechanisms to the Standing Board, the Party Committee’s Executive Board, and the City Party Committee for approval and implementation.

The Politburo has reassigned Mr. Vũ Đại Thắng, relieving him from his roles as a member of the Executive Committee and Secretary of the Quảng Ninh Provincial Party Committee. Concurrently, he has been appointed to the Executive Committee and Standing Committee of the Hanoi Party Committee, assuming the position of Deputy Secretary for the 2025-2030 term.
