According to the resolution issued on December 1st, Mr. Trần Quốc Toản officially became the legal representative of DQC, replacing Mr. Hồ Quỳnh Hưng. Mr. Hưng retains his position as Chairman of the Board of Directors and is tasked with completing the necessary legal procedures following this change.
Alongside the change in legal representation, DQC has also redistributed the authority to represent the company’s capital contributions in its subsidiaries.
Mr. Hưng no longer represents the parent company’s capital in CTCP Đầu tư Thương mại Điện Quang and Công ty TNHH Thương mại Dịch vụ Điện Quang; this role has been transferred to Board Member and Deputy General Director Dương Hồ Thắng. Meanwhile, Mr. Toản assumes a similar role at CTCP Đầu tư Xây lắp Điện, taking over from Mr. Thắng.

Mr. Hồ Quỳnh Hưng has been a long-standing figure at the company. He joined in 2004 and held various management positions before becoming Chairman of the Board of Directors and CEO of DQC in May 2010.
Under Mr. Hưng’s leadership, DQC entered a prosperous phase, primarily driven by the success of its compact fluorescent lamps under the Điện Quang brand, which dominated the domestic market. This led to revenue surpassing 1.2 trillion VND and a net profit of approximately 237 billion VND.
However, this success was short-lived as the lighting market shifted toward LED technology, forcing the company to compete on price and accept narrower profit margins.
Recently, DQC has seen significant personnel changes. At its subsidiary DQSmart, Mr. Phạm Lê Minh will step down as CEO and legal representative effective December 18th, and will also relinquish his role as Chief Technology Officer at DQC. His responsibilities will be handed over to Ms. Lý Lương Hồng.
