The Quang Ngai – Hoai Nhon Expressway project spans 88km, crossing through Quang Ngai province (60.3km) and Gia Lai province (27.7km). The project commenced on January 1, 2023, with a total investment of over 20,000 billion VND. It stands as one of the 12 largest sub-projects within the Eastern North-South Expressway phase 2021-2025.
In its first phase, the Quang Ngai – Hoai Nhon Expressway features a 4-lane design with a speed limit of 80km/h. Managed by Project Management Unit 2 as the investor, the construction is led by Deo Ca Group consortium. The project is slated for completion by Q3/2026.
After nearly 3 years of construction, the Quang Ngai – Hoai Nhon Expressway is taking shape.
The Quang Ngai – Hoai Nhon Expressway boasts the most mountain tunnels on the North-South Expressway. It includes 3 mountain tunnels: Tunnel 1 and Tunnel 2 under Package XL2, and Tunnel 3 under Package XL3. Tunnel 1 is 610m long, Tunnel 2 is 700m long, and Tunnel 3, a special-class tunnel, stretches 3,200m. The project also features 77 bridges, 586 culverts, and 81 underpasses for local access.
Following the Prime Minister’s directive, the project must be completed by year-end, 8 months ahead of the original schedule. To accelerate progress, the investor and consortium have mobilized over 3,000 engineers and workers, along with 1,100 modern pieces of equipment, operating in 3 shifts and 4 teams around the clock.

At Package XL2, nearly 600 personnel are focused on completing the final stages. Mr. Tran Dai Xuan, Director of Package XL2, stated, “Currently, about 5km of the route remains unpaved due to prolonged rain, but once the weather clears, we will finalize paving to meet the deadline. Traffic safety infrastructure installation is nearly complete, with only 10% of road marking left, expected to finish within days.”
Despite continuous rain, construction teams persistently install signs, guardrails, and anti-glare nets. Nguyen Van Khanh, a worker at Package XL2, shared, “Though challenging due to the weather, seeing the road take shape fills us with pride, knowing we’re contributing to a significant national project.”
To date, the project has completed over 90% of its volume and is in the final sprint.
At Tunnel 3 (Package XL3), the longest tunnel on the North-South Expressway, workers operate in 3 shifts and 4 teams day and night. Both tunnel tubes are complete, and teams are accelerating shell construction, road foundation, and equipment installation with top quality and aesthetics.
Over 90% Completion Achieved
After nearly 3 years, the Quang Ngai – Hoai Nhon Expressway project has reached over 12,000 billion VND in output (over 90% of the contract value). Nearly 96% of the road has been paved.

All 60 main route bridges have completed their decks, and 17 overpasses have finished beam installation and are finalizing decks. Tunnels 1 and 2 are installing equipment, while Tunnel 3 is completing its shell and road foundation to align with the overall timeline.
The consortium is committed to completing the project with the highest standards, ensuring quality, safety, and efficiency. The goal is to open the expressway by December 19, contributing to Vietnam’s national transportation network and fostering Central Vietnam’s development.

During a recent inspection, Deputy Minister of Construction Nguyen Viet Hung acknowledged Quang Ngai province’s efforts in resolving land and material issues, significantly boosting project progress.
Project Management Unit 2 and contractors are urged to collaborate with local authorities to address challenges, accelerate construction, and ensure quality and safety, aiming to complete the Quang Ngai – Hoai Nhon Expressway by December 19 as directed by the Prime Minister.

With the investor and contractors’ dedication, the expressway is nearly complete. Once operational, it will alleviate traffic on National Highway 1A, reduce travel time between South Central and Central Highlands regions, and foster economic growth nationwide.
