River Ba Ha Hydropower Company Announces Interim Leadership Changes

The Board of Directors of Song Ba Ha Hydropower Joint Stock Company has issued a resolution temporarily assigning personnel to oversee the company's operations. This decision comes as the CEO and several key staff members take a leave of absence to engage with relevant authorities.

The Board of Directors (BOD) of Song Ba Ha Hydropower Joint Stock Company has temporarily assigned Mr. Nguyen Dinh Vu, Deputy Head of the Technical and Safety Department, to oversee the department’s operations during the absence of the department head, who is working with relevant authorities.

Mr. Nguyen Hong Viet, Head of the Planning and Materials Department, has been tasked with supporting Mr. Nguyen Dinh Vu in managing technical and safety matters, particularly those related to the operation procedures of the Song Ba Ha reservoir and the inter-reservoir operation procedures in the Ba River basin.

Additionally, Mr. Nguyen Thanh Lam, Deputy Director of the Operation Workshop, has been appointed to manage the workshop during the director’s absence while they engage with official bodies.

The BOD has designated the Chairman to temporarily manage the company’s executive activities and has granted them the authority to act as the legal representative of Song Ba Ha Hydropower Joint Stock Company during General Director Nguyen Duc Phu’s leave and his engagement with authorities.

Previously, the Department of Irrigation Works Management and Construction reported that from November 16 to 20, the area from southern Quang Tri to Khanh Hoa experienced a historic flood, with the highest 24-hour rainfall recorded as follows: Dak Lak province at 796mm, Gia Lai province at 558mm, Quang Ngai province at 413mm, Khanh Hoa province at 368mm, and Da Nang City at 363mm.

At 4 PM on November 19, the inflow to the Song Ba Ha reservoir reached 16,120 m³/s, with a total outflow of 16,100 m³/s. By 8 PM on the same day, the reservoir’s water level reached 105.05 meters. The inflow was 16,120 m³/s, and the total outflow to downstream areas was 15,600 m³/s. This significant release caused severe flooding in downstream Dak Lak, directly impacting residents’ lives and livelihoods.

According to the Dak Lak Provincial Civil Defense Command, the historic flood resulted in 63 fatalities and 8 missing persons, inundated over 150,000 homes, and destroyed 120 houses. Additionally, the flood led to the death of more than 3 million livestock and poultry, damaged 180,000 hectares of crops, 127,000 aquaculture cages, and 100 hectares of shrimp farms. The total economic loss exceeded 5.5 trillion VND.

Experts attribute the rapid increase in water flow into the Song Ba Ha River, surpassing the reservoir’s regulation capacity, combined with the historic rainfall, to the “flood-on-flood” situation in downstream areas.

Song Ba Ha Hydropower Joint Stock Company has a chartered capital of over 1,242 billion VND. Its shareholders include: EVNGENCO 2 (a subsidiary of Vietnam Electricity Group – EVN) holding 61.78% of the chartered capital; REE Energy Company Limited with 25.76%; Southern Power Corporation, Central Power Corporation, and Da Nhim – Ham Thuan – Da Mi Hydropower Joint Stock Company holding 7.21%, 3.22%, and 1.03% respectively; and individual shareholders.

Among the major shareholders, EVNGENCO 2 owns numerous hydropower plants such as Quang Tri, An Khe – Ka Nak, Song Bung, Thac Mo, Song Ba Ha, A Vuong, Trung Son, and thermal power plants. REE Energy Company Limited also invests in 10 hydropower companies with plants like Vinh Son, Song Hinh, Thuong Kon Tum, Thac Ba, Thac Mo, Muong Hum, Srok Phu Mieng, Binh Dien, A Luoi, Dambri, Da Dang 2, Dasiat, and Nam Ban 2.

The Song Ba Ha Hydropower Plant has a capacity of 220MW, a guaranteed capacity of 33.3MW, and an average annual electricity output of 825 million kWh.
