Administrative Penalties Imposed on Two Companies for Securities Violations

Becamex ITC and Lilama 45.4 have been slapped with administrative penalties for securities and stock market violations.

On December 2, 2025, the State Securities Commission of Vietnam (SSC) issued Decision No. 472/QĐ-XPHC regarding administrative penalties for securities and stock market violations against Lilama 45.4 Joint Stock Company (Lilama 45.4).

Specifically, Lilama 45.4 was fined VND 92.5 million for failing to disclose information as required. The company did not publish its audited financial reports for 2023 and 2024 on the SSC’s disclosure system or the Hanoi Stock Exchange’s (HNX) electronic information platform. Additionally, the company failed to disclose documents for the 2025 Annual General Meeting of Shareholders within the legally mandated timeframe.

Becamex ITC

The SSC also issued Decision No. 466/QĐ-XPHC regarding administrative penalties for securities and stock market violations against Becamex ITC Joint Stock Company (Becamex ITC).

According to the decision, Becamex ITC was fined VND 92.5 million for failing to disclose the following documents to HNX: issuance results for 6 bond codes (ITC_BOND2018, ITCH1924001, ITCH1924002, BOND 2019-01, ITCH2023001, ITCH2025002), audited financial statements, and reports on principal and interest payments for 2019 as required by Decree No. 163/2018/NĐ-CP. The company also failed to disclose bond repurchase activities, except for repurchases of bonds with codes ITC-BOND2018 and ITCH2023001 on March 20, 2023, and BTCH2123001 on February 21, 2023.

Additionally, Becamex ITC was fined VND 175 million for inaccurate disclosures related to bond code ITCH1924001 in periodic reports on principal and interest payments and bond proceeds usage. Specifically, the company issued two bond codes with separate disclosures on June 12, 2019 (one for VND 100 billion with a 24-month term and another for VND 400 billion with a 60-month term). However, in the disclosures, the company incorrectly combined the information for bond code ITCH1924001, stating a total value of VND 500 billion.

The total fines amount to VND 267.5 million.

In addition to the administrative penalties, Becamex ITC is required to retract or correct the inaccurate information disclosed.
