On December 3rd, Chief Justice Nguyen Van Quang of the Supreme People’s Court (SPC) presented to the National Assembly a report on the implementation of several resolutions from the 14th and 15th legislative sessions, focusing on specialized supervision and questioning.

During the 14th and 15th legislative sessions, the National Assembly issued six resolutions related to the operations of the SPC. According to Chief Justice Nguyen Van Quang, immediately after the resolutions were issued, the SPC leadership directed courts at all levels to urgently implement and execute the relevant court-related tasks as required.
Regarding the timely and strict adjudication of all criminal acts related to urban land planning, management, and use, as outlined in Resolution No. 82/2019/QH14, the SPC instructed courts to innovate trial organization, enhance adversarial proceedings, and promptly bring cases to trial, ensuring strict penalties for all offenses, including those related to urban land planning, management, and use.
As a result, courts resolved 96.71% of cases and 92.82% of defendants involved in crimes related to land planning, management, and use, exceeding the National Assembly’s target by 8.71%. The quality of case resolution and adjudication was ensured, with 100% of cases tried within the statutory time limits.
In addressing cases related to COVID-19 prevention and control, as specified in Resolution No. 99/2023/QH15, courts expeditiously resolved all cases, ensuring the rights and obligations of all parties involved through transparent, equitable, and adversarial proceedings. Penalties imposed on defendants were stringent and in accordance with the law.
Regarding the timely and strict adjudication of social insurance (SI) and unemployment insurance evasion, as outlined in Resolution No. 100/2023/QH15, courts focused on protecting the rights of workers affected by employers evading insurance contributions. Workers were given the opportunity to present their claims regarding violated rights, ensuring fairness and democracy. The adjudication process was conducted rigorously, ensuring accuracy, legality, and fairness. Courts resolved 92.31% of cases and 82.65% of defendants involved in SI evasion and other fraudulent activities.
Despite these achievements, Chief Justice Nguyen Van Quang highlighted several challenges in implementing the National Assembly’s resolutions. Specifically, the rate of annulled or amended administrative judgments and decisions has not met the National Assembly’s targets. Staffing levels remain inadequate, and courts face significant challenges in terms of policies, infrastructure, and working conditions.
To meet the requirements of the National Assembly’s resolutions, the SPC will continue to implement measures to expedite and enhance the quality of case resolution and adjudication. This includes strengthening political education, responsibility, and professional ethics among court officials and staff. Additionally, the SPC will review and amend relevant legal documents to ensure effective operations. The court system will also intensify inspections and oversight of adjudication processes and continue investing in the construction and renovation of court facilities to modernize infrastructure at all levels.
