During a press conference on the afternoon of December 2nd, Mr. Nguyá»…n HÃ Nam, Director of the Da Nang Department of Construction, announced that the upgrade and renovation project of National Highway 14B is currently behind schedule.
Initially, the project was slated for completion by the end of 2025 or, at the latest, in the first quarter of 2026. However, Mr. Nam confirmed that finishing the project by year-end is now unfeasible.
The city will submit a report to the Ministry of Construction, proposing an extension to complete the project by the first or second quarter of 2026.

The Director of the Department of Construction identified three primary causes for the delay. The first is the challenging land clearance process. Despite the route spanning just over 7km, the land clearance volume is “enormous” due to the dense population on both sides. A total of 1,082 clearance files need processing.
Mr. Nam noted that relevant units have worked diligently on land clearance, especially during the transition to the two-tier local government. Currently, 75 files remain incomplete. The city and local authorities have agreed to finalize land handover by year-end to proceed with construction.
Additionally, the Director of the Department of Construction candidly pointed out that the contractor’s limited execution capacity has contributed to the project’s delay.
Another challenge is securing fill material, as the road’s elevation significantly exceeds that of the surrounding areas. The Department of Construction has focused on resolving this issue, supporting the contractor in ensuring a steady supply of materials for the main road foundation.
Regarding project funding, Mr. Nam assured that construction costs remain unchanged. However, land clearance expenses have increased due to the city’s revised and expanded support policies for residents.
Given the long-standing residential presence along the old National Highway 14B and the urban development-induced complexities in resettlement and infrastructure support, Mr. Nam estimated an additional cost of approximately VND 187 billion for the project.
The Da Nang People’s Committee has reported this issue to the Ministry of Construction, which has given preliminary approval. The Department of Finance is also advising the City People’s Council to allocate additional compensation funds for the project.
The National Highway 14B upgrade and renovation project spans three communes—Ba Na, Hoa Vang, and Hoa Tien—covering over 7.5km. The initial total investment was announced at over VND 788 billion.
The project’s investor is the Da Nang Department of Construction (formerly the Department of Transport); the project management consultant is ECC Construction Investment and Consulting Joint Stock Company; the survey and design contractor is Transportation Construction Consulting Joint Stock Company 5; and the construction contractor is a joint venture between Dong Son Infrastructure Investment Joint Stock Company and CIENCO4 Group Joint Stock Company.
National Highway 14B stretches 73km in total, starting at Tien Sa Port in Son Tra District and ending in Thanh My Commune, Da Nang City.
