Fire Safety Inspection in Ho Chi Minh City Uncovers Construction Violations

Over the past three months, authorities in Ho Chi Minh City have conducted fire prevention and fighting inspections at over 4,300 establishments, uncovering numerous violations related to construction regulations.

The Department of Construction has issued an official dispatch to the Ho Chi Minh City Police Department and the People’s Committees of wards, communes, and special zones regarding the review and handling of cases with signs of violations in construction order. This follows recent joint inspections for fire prevention and fighting (PCCC) across the city.

From August 18 to September 15, joint inspections were conducted at 1,992 facilities. From September 16 to November 17, an additional 2,392 facilities were inspected.

During these inspections, the Department of Construction identified several cases with signs of violations in construction order.

The Department has issued documents to the People’s Committees of wards and communes, requesting them to gather files, conduct on-site inspections, and take appropriate action (if necessary) against structures suspected of violating construction regulations.

Additionally, the Department urges local authorities to regularly inspect, promptly detect, and strictly enforce measures against violations of construction order and fire safety regulations within their jurisdictions.

Common Signs of Construction Order Violations

Constructing workshops, canopies, or carports with steel frames and corrugated iron roofs on agricultural land, road boundaries, etc., without providing relevant legal documents; building temporary structures outside residential land boundaries, construction zones, or planning areas, road boundaries, etc.

Constructing on front or back yard setbacks, or drainage protection corridors.

Converting open-air spaces (ventilation shafts) into rooms, extending balconies into enclosed spaces, or expanding mezzanine floors into full floors.

In some residential buildings: encroaching on or obstructing emergency exits, compromising fire safety; installing or welding additional iron frames on balcony “cages.”
