The Ministries of Industry and Trade and Finance have recently announced an increase in fuel prices. Specifically, the price of RON 95 gasoline has risen by 451 VND per liter to 20,460 VND per liter, while E5 RON 92 gasoline has increased by 534 VND per liter to 19,822 VND per liter.
Meanwhile, diesel and kerosene prices have seen a decrease. Diesel prices dropped by 420 VND per liter to 18,380 VND per liter, and kerosene prices fell by 580 VND per liter to 18,893 VND per liter. Mazut oil prices also decreased by 52 VND per kilogram to 13,436 VND per kilogram.
During this price adjustment period, the Ministries of Industry and Trade and Finance have decided not to utilize the Price Stabilization Fund for petroleum products.
According to the Ministry of Industry and Trade, the global oil market during this adjustment period has been influenced by several key factors. These include OPEC+’s decision to maintain oil production levels until the end of 2026, escalating tensions between the U.S. and Venezuela, the ongoing military conflict between Russia and Ukraine, and the lack of agreement between the U.S. and Russia to end the conflict in Ukraine. These factors have led to fluctuating global oil prices, with variations depending on the specific product.
The average global prices for petroleum products between November 27 and December 4 were 79.5 USD per barrel for RON92 gasoline and 81.8 USD per barrel for RON95 gasoline.
In related news, the Ministry of Industry and Trade recently issued Circular 50, which outlines the roadmap for implementing the blending ratio of biofuels with traditional fuels in Vietnam. Starting June 1, 2026, all primary dealers, distributors, and retail fuel stations must transition to selling E10 gasoline and cease the sale of E5 RON92 gasoline.
Fuel prices fluctuate in opposite directions.
The Ministry of Industry and Trade emphasizes that E10 gasoline, with a 10% bioethanol blend, will reduce dependence on fossil fuels, lower greenhouse gas emissions, and provide a sustainable market for domestic ethanol production. Practical tests and real-world usage in various localities have shown that E10 does not affect engines when users follow manufacturer recommendations.
In response to this proposal, Deputy Prime Minister Bùi Thanh Sơn has instructed Minister of Industry and Trade Nguyễn Hồng Diên to collaborate with relevant ministries and agencies to promptly address outstanding issues. This ensures the feasibility and coordination in implementing the roadmap for the production, blending, distribution, and use of biofuels in Vietnam.
The Deputy Prime Minister has tasked the Ministry of Industry and Trade and other agencies with assessing domestic ethanol production, supply, distribution, and import capabilities, as well as the costs and impact on E10 gasoline prices. They are also required to review the blending capacities of primary dealers, determine their ability to meet the roadmap, and clarify responsibilities if supply requirements are not met.
Additionally, the Ministry of Industry and Trade and related agencies must establish the scientific basis, responsible authority for validation, and mechanisms for quality and technical safety inspections of E10 gasoline.
Furthermore, government leaders have requested proposals to ensure that E10 gasoline prices do not negatively impact the livelihoods of citizens and businesses. A report on the implementation is expected by the end of November.
