The Chairman of the Ho Chi Minh City People’s Committee has directed departments, agencies, and districts to accelerate the disbursement of public investment capital for the 2025 plan. This includes project management boards, investors, and local authorities, with a focus on enhancing financial discipline and transparency.

Units and localities that have achieved a high disbursement rate (over 80%) are encouraged to continue their efforts to complete the 2025 plan and prioritize carry-over projects into 2026.

The Chairman of the Ho Chi Minh City People’s Committee urges units to expedite the disbursement of public investment capital for the 2025 plan.

Low-performing units and localities must intensify on-site inspections, resolve bottlenecks, and reallocate funds from delayed projects to those with better disbursement potential. They are also required to strengthen financial discipline, publicly disclose slow-moving projects, and prepare a 2026 public investment plan aligned with the new administrative units to prevent capital stagnation due to legal delays.

The Department of Finance is tasked with monitoring and supervising implementation, compiling reports, and submitting proposals to the Chairman for issues beyond their authority.

Accelerating Compensation and Site Clearance

In related news, the Office of the Ho Chi Minh City People’s Committee announced the conclusions of Vice Chairman Bui Minh Thanh at a meeting reviewing public investment disbursement and compensation progress for key projects in Binh Duong’s wards and communes.

Vice Chairman Thanh noted that since the implementation of the two-tier local government model, compensation, site clearance, resettlement support, and public investment disbursement in Binh Duong’s wards and communes have faced significant challenges.

He urged all units to maintain their commitment, build on achievements, and implement agreed-upon measures to expedite compensation, site clearance, resettlement support, and public investment disbursement, aiming to fulfill 100% of assigned targets.

The Department of Agriculture and Environment, Binh Duong Land Fund Development Center Branch, project management boards, and local authorities must promptly compile and submit progress reports on compensation, site clearance, and public investment disbursement for key projects in Binh Duong.

For the Tan Binh Resettlement Area component of the Belt Road 3 Compensation and Resettlement Support Project, Vice Chairman Thanh assigned the Department of Agriculture and Environment to lead and coordinate with the Department of Justice and relevant units. They will guide the Tan Dong Hiep Ward People’s Committee in determining land location, type, and actual conditions in the reclaimed area to propose a compensation plan.

The plan must be legally grounded, comply with regulations, and balance state and citizen interests.
