Tan Phu – Bao Loc Expressway Officially Secures Investor
On the afternoon of November 2nd, the Project Management Unit for Construction Investment No. 1 of Lam Dong Province announced the official approval of Son Hai Group Co., Ltd. as the investor for the Tan Phu (Dong Nai) – Bao Loc (Lam Dong) expressway project.
This is a key transportation project implemented under the PPP – BOT contract model, expected to boost regional connectivity, enhance trade, and foster economic development between Dong Nai and Lam Dong provinces.
Currently, Lam Dong Province is accelerating land clearance efforts in preparation for the project’s groundbreaking ceremony on December 19, 2025, coinciding with the 79th anniversary of the National Resistance Day and the 14th National Party Congress.

The total investment proposed by the investor is VND 14,475 billion, including equity capital, loans, and state budget support. The construction period is expected to be 25 months, with a target completion date of December 31, 2027. Once operational, Son Hai Group will manage and collect tolls on the expressway for 23 years and 9 months, as per legal regulations.

Son Hai pledges not to seek budget support and to bear all warranty costs in case of damage. The company also proposes installing publicly visible 10-year warranty signs for community oversight.
Tan Phu – Bao Loc Expressway Expected to Revolutionize Regional Connectivity
According to the plan, the Tan Phu – Bao Loc expressway will span approximately 65.88 km, with nearly 12 km in Dong Nai Province and over 54 km in Lam Dong Province. The route passes through Bao Loc City and the communes of Da Huoai, Da Teh 2, Phu Lam, and Nam Cat Tien. Upon completion, it will directly connect with the Dau Giay – Tan Phu expressway, forming a key transportation axis across the Southern Central Highlands.
The project is classified as Group A, constructed to Class I road standards with a maximum design speed of 80 km/h. In the initial investment phase, the expressway will feature 4 lanes with a road width of 17 meters and intermittent emergency stopping lanes. Certain sections, including intersections, underpasses, and elevated segments, will reach a full width of 22 meters.

The route will include toll stations, rescue and emergency stations, weight control stations, rest stops, and an intelligent traffic management center, ensuring modern expressway operation standards.
The Tan Phu – Bao Loc Expressway, traversing the mountainous terrain of the Southern Central Highlands, will not only reduce travel distances but also create a transformative leap in regional connectivity. It will cut travel time from Ho Chi Minh City to Da Lat from approximately 7 hours to just 3-3.5 hours, making journeys smoother and more convenient. This opens up opportunities for a tourism, service, and trade boom between these two dynamic economic regions.
Beyond driving economic, tourism, and urban development, the project will also alleviate pressure on National Highway 20, particularly at the Bao Loc Pass—a notorious bottleneck for congestion and landslides during the rainy season. With mountain tunnels, elevated passes, and a modern traffic safety monitoring system, the expressway promises year-round smooth traffic, contributing to socioeconomic development and strengthening security in the Southern Central Highlands.
