On December 2, 2025, the People’s Committee of Phu Tho Province issued Decision 1990/QD-UBND, approving the investment policy for the Phu Tho Eco-Complex Urban Area project.
According to the decision, the Phu Tho Eco-Complex Urban Area (Urban, Tourism, and Service Development Zone at Sau Vo Lake) will be located in Vinh Yen Ward and the communes of Binh Nguyen, Yen Lac, Xuan Lang, and Nguyet Duc. The preliminary estimated total investment cost is approximately 102,836 billion VND (excluding land rental and land use fees). This marks the largest housing project in the province to date.
The project aims to develop and operate a modern, smart, internationally-standard, sustainable, and climate-resilient eco-complex urban area. It will integrate multiple amenities to enhance living standards, foster community connections, and promote tourism, cultural industries, international events, and sports. The project includes residential units, commercial and service facilities for cultural, tourism, sports, and office purposes, available for sale, lease, or lease-to-own to domestic and foreign entities in accordance with the law.
The project’s scale includes approximately 12,600 terraced houses, 11,308 villas, 14,395 apartments, and social housing units. The investor will contribute an amount equivalent to the land value invested in technical infrastructure development for social housing construction, as per Article 83, Clause 2 of the 2023 Housing Law.
Project implementation timeline: Full operation will commence within 9 years from the date of land allocation, land lease, or land-use purpose conversion approval. The project duration is 50 years from the same approval date.
Investor selection method: Open bidding.
Investment incentives and support: As per current legal regulations.
Additional support: The Provincial People’s Committee will develop, issue, or submit to competent authorities special mechanisms and policies to support socio-economic development, economic restructuring, and budget revenue allocation from the project, ensuring social equity and harmony. Special policies for land clearance support (if applicable) will also be considered.
This investment policy approval decision takes effect from December 2, 2025.
Previously, the Sau Vo Lake area was part of the former Vinh Phuc Province. In 2014, the Vinh Phuc Provincial People’s Committee assigned Bitexco Group as the investor to develop a detailed 1/2000 scale plan. The planning area covered 2,900 hectares, including 1,070 hectares for housing. The total infrastructure investment was approximately 350 million USD, partially funded by the World Bank (WB).

Earlier, Phu Tho Province invited investment for a VND 2.2 trillion urban area project (including VND 230 billion for land clearance) in Kim Boi Commune. The Legacy Kim Boi Eco-Mineral Urban Area project spans over 67 hectares and includes 798 semi-finished terraced and villa lots (3-5 floors), along with wellness facilities, mineral onsen services, and resorts. The project is designed for a population of 3,200 residents and is expected to be completed by Q3/2029 within a 5-year implementation period.
