The People’s Committee of Hoang Liet Ward (Hanoi) has issued a document to Private Enterprise No. 1 of Dien Bien Province and Linh Dam Housing Service Branch regarding the acceptance of electric vehicles at the HH Linh Dam apartment complex.

The People’s Committee of Hoang Liet Ward received feedback from residents of the HH Linh Dam apartment complex regarding the Linh Dam Housing Service Branch’s announcement to temporarily halt new registrations for electric motorcycles and bicycles from December 1, 2025, and completely cease electric vehicle storage services from February 1, 2026, in the basement of the buildings.
In response, the People’s Committee of Hoang Liet Ward stated that the Hanoi People’s Council issued Resolution No. 57/2025/NQ-HĐND on November 26, 2025, outlining the implementation of a low-emission zone in Hanoi (as per Article 28, Clause 2, Point a of the Capital Law No. 39/2024/QH15).
According to the Resolution, Hanoi aims to develop transportation infrastructure that encourages the use of clean, green, and environmentally friendly vehicles, as specified in Clauses 2 and 3 of Article 9 of Circular No. 53/2024/TT-BGTVT by the Ministry of Transport (such as pure electric vehicles (PEV or BEV), pure fuel cell electric vehicles (PFCEV or PCEV), and hydrogen-powered vehicles). The Resolution is set to be implemented from now until the 2026-2030 period, during which the number of electric vehicles owned by residents is expected to increase significantly, gradually replacing gasoline and diesel vehicles.
To strictly comply with Resolution No. 57/2025/NQ-HĐND dated November 26, 2025, of the Hanoi People’s Council and the 2023 Housing Law, the People’s Committee requests Private Enterprise No. 1 of Dien Bien Province (the investor of the HH complex) and Linh Dam Housing Service Branch (the management unit representing the investor) not to refuse electric vehicle storage services as stipulated in Clause 1 and Point a of Clause 2, Article 144 of the 2023 Housing Law (except in cases of formal requests from competent authorities).
Additionally, they are required to develop a plan to allocate storage space for residents’ electric vehicles in accordance with the timeline outlined in Resolution No. 57/2025/NQ-HĐND dated November 26, 2025, of the Hanoi People’s Council. They must also strengthen patrol forces to promptly detect and address any incidents or issues arising during vehicle storage in the basement of the HH complex.
Regular inspections and maintenance of fire prevention, firefighting, rescue, and emergency systems are mandated to ensure stable operation and compliance with design functions in case of incidents.
The People’s Committee of Hoang Liet Ward urges Private Enterprise No. 1 of Dien Bien Province and Linh Dam Housing Service Branch to strictly adhere to these requirements. In the event of non-compliance leading to security and order breaches, the Enterprise and Branch will be held fully accountable before the law.
Previously, starting December 2025, the management board of HH Linh Dam apartment complex halted new registrations for electric motorcycles and bicycles, while continuing to service vehicles registered before this date. From February 1, 2026, electric vehicle storage services in the basement will be completely discontinued.
The HH Linh Dam apartment complex consists of 12 buildings constructed on Linh Dam Peninsula, with Private Construction Enterprise No. 1 of Dien Bien Province (Mường Thanh Group) as the investor.
The complex is divided into 4 zones, each containing 3 buildings, with a total of 9,000 apartments. Housing approximately 30,000 to 35,000 residents, it is recognized as the most densely populated apartment complex in Hanoi.
