Scandal Unveiled: Massive Violations Exposed in the 200-Hectare Hòn Rơm Golf Course Project in Mũi Né

The Lam Dong Provincial Inspectorate has concluded that the Hon Rom Golf Course project is over 13 years behind schedule, with numerous unauthorized construction items and an outstanding land rental debt of 17.5 billion VND.

The Lam Dong Provincial Inspectorate has issued a Special Inspection Conclusion on the Hon Rom Golf Course Project, revealing a series of severe violations and prolonged delays.

The project, developed by S.I Development LLC, was granted an investment certificate in 2007, covering nearly 197 hectares in Mui Ne Ward.

Initially, the project had a registered investment capital of 548.8 billion VND, with plans to commence operations by February 2012. However, as of the inspection in July 2025, the project has been delayed by 13 years and 6 months.

During this period, the developer has only completed land leveling and partial construction of technical infrastructure, including internal roads, water supply and drainage systems, electricity, and communication networks.

Additionally, the company owes 17.5 billion VND in land rental fees, failing to meet its legal obligations.

Regarding land laws, the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) advised the Provincial People’s Committee to lease 322,110 m² of land to S.I Development LLC, which does not align with the land use requirements specified in the investment certificate.

The department also advised the conversion of 25,828.5 m² of land to “urban residential land” in 2016, which was inconsistent with the land use plan. However, the Provincial People’s Committee annulled this land-use conversion decision on August 23, 2022.

In terms of construction laws, S.I Development LLC carried out land leveling, technical infrastructure construction, transformer installation, and landscape pond construction without the required building permits. Furthermore, the construction of two office buildings, totaling 210 m², did not comply with the Department of Construction’s approval.

To address these issues and facilitate investment, the Lam Dong Provincial Inspectorate recommends that the Provincial People’s Committee propose to the Central Government to allow the company to continue the project in accordance with legal procedures.

If approved, the Department of Finance will guide the investor in project adjustments and assess the project’s feasibility and the investor’s resources.

The Department of Agriculture and Environment will comprehensively re-evaluate the project’s land use requirements. The Lam Dong Tax Department will urge the company to pay the outstanding 17.5 billion VND in land rental fees.

Relevant departments, agencies, and the Mui Ne Ward People’s Committee must review and take responsibility for the violations. The investor is required to promptly fulfill financial obligations, adjust legal procedures, and ensure project progress upon resumption.
