Ten Wards and Communes in Hanoi Still Lagging Behind in Land Clearance for Ring Road 4 Project

The completion of the parallel road section of Ring Road 4 passing through Hanoi is expected by the end of 2025. However, with 10 out of 17 communes and wards still pending, the project timeline has been extended to 2026.

The Hanoi Transport Infrastructure Project Management Board (Hanoi Transport Board) has recently reported on the construction progress and completion timeline of the Ring Road 4 Parallel Road (Component Project 2.1). According to the board, the project spans three provinces and cities: Hanoi, Hung Yen, and Bac Ninh. By November 2025, land clearance is expected to reach approximately 98.6%.

Specifically, in Hanoi, local authorities have handed over 793.3 hectares out of the total 802.8 hectares required for the project, achieving 98.81%. However, 9.53 hectares remain uncleared and are yet to be handed over to contractors for construction.

Regarding on-site construction volume, the Hanoi Transport Board reports that the parallel road project (Component Project 2.1) in Hanoi has completed approximately 73.5% of the planned work, with over 30 kilometers of asphalt concrete pavement laid.

Due to ongoing land clearance issues, the Hanoi Transport Board notes that the full 58.2 kilometers of the parallel road within Hanoi will only be completed in sections where land clearance is finalized by Q4/2025. Areas with weak soil foundations or unresolved land issues will be prioritized for completion in Q1/2026.

According to Tien Phong’s investigation, the project passes through 17 wards and communes, with only 7 having completed land clearance. The remaining 10 are: Me Linh Commune (3.14 ha remaining), Tien Thang Commune (0.07 ha), Quang Minh Commune (0.06 ha), O Dien Commune (0.94 ha), Hoai Duc Commune (0.29 ha), An Khanh Commune (1.58 ha), Son Dong Commune (0.48 ha), Yen Nghia Ward (1.686 ha), Phu Luong Ward (0.77 ha), and Binh Minh Ward (0.52 ha).

Addressing delays in land clearance for the Ring Road 4 project, representatives from several wards and communes stated that the remaining uncleared land primarily consists of residential areas and cemeteries, with residents struggling to find relocation sites. Local authorities are accelerating efforts to meet the deadline of December 31, 2024, as mandated by the Hanoi Party Secretary.

The Ring Road 4 project in the Hanoi Capital Region commenced on June 25, 2023, with a total investment of over 85.813 trillion VND. The 113-kilometer route spans Hanoi (58.2 km), Hung Yen (19.31 km), and Bac Ninh (36.26 km). Divided into 7 components, the parallel road section (Component Project 2.1) in Hanoi is 58.2 kilometers long, with Phase 1 featuring a 24.5-meter width. Scheduled for completion in 2025, the Ring Road 4 Expressway is a PPP project with an investment of 56.5 trillion VND. The project is expected to be substantially complete by 2026 and operational by 2027.
