Vingroup has submitted a proposal to the Ho Chi Minh City People’s Committee for the appraisal of the Pre-Feasibility Study Report on the investment project to construct a road and bridge connecting Can Gio and Vung Tau under the Public-Private Partnership (PPP) model, specifically a Build-Transfer (BT) contract.
The project’s starting point is located on Bien Dong 2 Road, within the Can Gio Sea Encroachment Urban Area (Can Gio Commune). The endpoint is at the intersection of Mai Sao – Ben Dinh planned road and 30/4 Road, in Tam Thang Ward (Vung Tau).
According to the design plan, the project has a total length of approximately 14.67 km, including an 11 km sea-crossing road and bridge section with 4 lanes for motor vehicles and 2 mixed lanes, designed for a speed of 60 km/h. The bridge features a cable-stayed structure with a main span of 600 meters and a vertical clearance of 55 meters, allowing large ships to pass through. The approach road is nearly 3.8 km long, designed for a speed of 80 km/h, and is synchronized with existing and planned roads.
The route starts from Can Gio, heading southeast across Ghe Rai Bay, mostly running over the sea, then connecting to the planned Mai Sao – Ben Dinh axis, and ending at the intersection with 30/4 Road.
The preliminary total investment for the project is approximately 104.410 trillion VND. Of this, construction costs account for 58.642 trillion VND; land clearance costs 407 billion VND; equipment costs 2.927 trillion VND; loan interest 19.313 trillion VND; with the remainder allocated for contingencies, management, consulting, and other expenses.
The investor plans to mobilize 100% of the capital from equity and commercial loans. The state will compensate with land funds according to Decree 257/2025/ND-CP, with the land value equivalent to the construction value.
The proposed project timeline includes the approval of the Pre-Feasibility Study Report in Q1/2026, followed by the approval of the Feasibility Study Report in Q3/2026. Construction is expected to commence in 2026, with completion and operation slated for 2029.
According to Vingroup, the project will directly connect Can Gio and Vung Tau via a coastal route, reducing travel time to just 10 minutes. It plays a vital role in boosting the economic development of the Southeast region, significantly cutting transportation time and costs, and enhancing regional goods circulation.
Additionally, the project supports the development of the Can Gio coastal tourism area and the Long Son Industrial Park, increases the capacity of the Cai Mep – Thi Vai port cluster, and reduces traffic pressure on National Highway 51 and Road 965, driving socio-economic growth in the southern area of Ho Chi Minh City.
