National Highway 4B, spanning over 25 km in Quang Ninh Province, connects the former Tien Yen District of Quang Ninh with the former Dinh Lap District of Lang Son Province.
The road, invested in the early 2000s, is designed as a Grade IV mountain road with a 7.5-meter-wide base and a 5.5-meter-wide gravel-paved surface.
After over 20 years as a vital link between the bustling border economies of Quang Ninh and Lang Son, the road now faces significant issues, including deteriorated surfaces and potholes.
The road’s narrow width, sharp bends, and steep slopes exceeding 10% create hazardous blind spots for vehicles, exacerbating safety risks.
A resident near Mui Chua Port in Tien Yen Commune notes the road’s narrowness, sharp bends, and heightened danger at night due to the absence of street lighting.
With the Van Don – Mong Cai Expressway now operational, Highway 4B has become the sole link from Mui Chua Interchange to National Highway 18 and Lang Son. Daily heavy traffic, including hundreds of containers and buses, further exposes its inadequacies.
As Lang Son Province nears completion of its Highway 4B expansion, the remaining 25 km in Quang Ninh has become a critical bottleneck in the economic corridor linking the two provinces.
To address this bottleneck, Quang Ninh Province has approved a 25.7 km expansion project for Highway 4B, starting at Km 80+00 in Dien Xa Commune (bordering Lang Son) and ending at Km 107+00 near Mui Chua Port in Tien Yen.
The road will be widened to 12-17 meters, accommodating 2-4 lanes, with reduced slopes and realigned sharp bends. The total investment is VND 1,804.24 billion, including VND 380 billion for land clearance. Construction is scheduled from 2025 to 2028.
Quang Ninh Province has finalized detailed planning, land clearance plans, and is set to commence construction on December 19.
Upgrading Highway 4B will integrate it with Quang Ninh’s nearly 180 km expressway network, linking Lang Son’s bustling border gates with Quang Ninh’s major seaports and Hai Phong.
