Vingroup’s $7.7 Billion Project Secured in Key National Portfolio

On December 2, 2025, Deputy Prime Minister Bui Thanh Son, on behalf of the Prime Minister, signed Decision No. 2634/QĐ-TTg, officially approving the list of critical national projects and key energy sector initiatives.

The Hai Phong LNG Thermal Power Plant (TPP) project is among the nation’s priority power projects, with a total planned capacity of 4,800 MW—making it one of the largest-scale initiatives in Northern Vietnam.

The list of key energy projects also includes 20 other thermal power plants, such as the Quang Ninh, Thai Binh, Nghi Son, and Cong Thanh LNG plants.

Key hydropower projects include the Bac Ai Pumped Storage Hydropower Plant (1,200 MW) and the Phuoc Hoa Pumped Storage Hydropower Plant (1,200 MW).

Expansion projects (MR) encompass the Son La Hydropower Plant expansion (800 MW), Lai Chau expansion (260 MW), and the Hoi Quang expansion.

The list also highlights priority offshore wind power projects, gas-to-power initiatives using domestic gas reserves, regional grid systems, petrochemical refining, and energy hubs.

The Hai Phong LNG Thermal Power Plant will be constructed within the Tan Trieu Industrial Zone, led by a consortium of Vingroup Corporation and VinEnergo Energy JSC. Spanning nearly 100 hectares, the project’s total investment exceeds 178 trillion VND.

Construction is slated for completion within five years, with operations expected to commence by late 2030. The plant will generate approximately 9.6 billion kWh/year (Phase 1) and 19.2 billion kWh/year (Phase 2), powering the Tan Trieu Industrial Zone while significantly boosting the national grid. This initiative will enhance system regulation and reduce reliance on traditional energy sources.

With a designed capacity of 4,800 MW (Phase 1: 1,600 MW, Phase 2: 3,200 MW), it will be Vietnam’s largest thermal power plant, as outlined in the Government’s Power Master Plan VIII, and among the world’s leading LNG-based power generation facilities.
