129 Traffic Violations Detected and Fined via Automated System in Thanh Hoa Province

The Traffic Police Department of Thanh Hoa Province has announced the detection of 129 motorcycle and car violations related to traffic order and safety through the security and traffic surveillance camera system.

The violations were recorded across the province from October 21 to October 31, with the two main offenses being “Disobeying traffic signal lights” and “Failure to wear helmets for motorcycle and moped riders.”

According to the announcement, within 10 days from the date of the violation, the Traffic Police Department will send notices to the vehicle owners and related individuals or organizations involved in the administrative violations to inform and coordinate resolution as per regulations.

Within 20 days from the date of the announcement, the violation information will be published on the website of the Traffic Police Department. To check for vehicle violations, citizens can access the following link and follow the instructions: https://www.csgt.vn/tra-cuu-phuong-tien-vi-phạm.html, or check for “automated” fines through the VNeTraffic app.

Within 30 days from the date of the violation, the authorities require vehicle owners and related individuals or organizations involved in the administrative violations to visit the one-stop service department of the Thanh Hoa Provincial Police (1 Do Huy Cu, Hac Thanh Ward, Thanh Hoa Province) or the local police station (place of residence) to resolve the case.

After the above deadline, if vehicle owners or related individuals or organizations involved in the administrative violations do not come to resolve the issue or the Traffic Police Department has not received a resolution notice, the case will be forwarded to the vehicle registration authority for further action.

Penalties for Running Red Lights and Not Wearing Helmets Under Decree 168

For the common violations of “Disobeying traffic signal lights” and “Failure to wear helmets for motorcycle and moped riders,” according to Decree 168/2024/NĐ-CP effective from January 1, 2025, vehicle operators will be fined as follows:

According to points h and i, clause 2, Article 7 of Decree 168, operators of motorcycles, mopeds, and similar vehicles who commit one of the following violations will be fined from VND 400,000 to VND 600,000:

h) Not wearing a helmet or wearing a helmet without fastening the strap properly while operating a vehicle on the road.

i) Carrying passengers who are not wearing a helmet or wearing a helmet without fastening the strap properly, except in cases of transporting emergency patients, children under 6 years old, or escorting individuals who have violated the law.

According to point c, clause 7, Article 7 of Decree 168, operators of motorcycles, mopeds, and similar vehicles who disobey traffic signal lights will be fined from VND 4 million to VND 6 million. Additionally, violators will have 4 points deducted from their driver’s license, as per point b, clause 13, Article 7.

According to point b, clause 10, Article 7 of Decree 168/2024/NĐ-CP, operators of motorcycles, mopeds, and similar vehicles who disobey traffic signal lights and cause a traffic accident will be fined from VND 10 million to VND 14 million. Violators will also have 10 points deducted from their driver’s license.

According to point b, clause 9, Article 6 of Decree 168, operators of cars, four-wheeled passenger vehicles with engines, four-wheeled cargo vehicles with engines, and similar vehicles who disobey traffic signal lights will be fined from VND 18 million to VND 20 million. Additionally, violators will have 4 points deducted from their driver’s license, as per point b, clause 16, Article 6.

According to point b, clause 10, Article 6 of this Decree, operators of cars, four-wheeled passenger vehicles with engines, four-wheeled cargo vehicles with engines, and similar vehicles who disobey traffic signal lights and cause a traffic accident will be fined from VND 20 million to VND 22 million. Violators will also have 10 points deducted from their driver’s license, as per point d, clause 16, Article 6.
