The Da Nang Department of Construction has recently announced that the restaurant and marina project located south of the Han River Port on Bach Dang Street, Hai Chau Ward, has garnered significant public attention due to its impact on the landscape and public space.
In 2018, the Standing Committee of the City Party Committee instructed the Party Committee of the City People’s Committee to engage with the investor to advocate for the project’s revocation. Two solutions were proposed for consideration.
The first solution involves repurposing the project to integrate with the activities of Dien Hai Citadel, focusing on public use or establishing a tourist information center. The second solution suggests demolishing the structure to create an open space.
Following these directives, the Department of Construction collaborated with relevant agencies to organize workshops and report to the City People’s Committee. Subsequently, the City People’s Committee reported to the Party Committee of the City People’s Committee and the Standing Committee of the City Party Committee. All levels agreed on the principle of converting the project’s function to serve public purposes.

The Department of Construction emphasized that addressing this project is a matter of great concern to voters and the public, requiring a comprehensive assessment of social factors, the city’s resources, and ensuring a balance of interests among all parties involved.
According to the Da Nang Department of Construction, the project has been abandoned for several years, significantly affecting the city center’s aesthetics. The current state of the structure is deteriorating, with defaced walls, withered trees, and an overall unkempt appearance in the prime area along the Han River.
The Department of Construction has issued an official dispatch requesting I.V.C Co., Ltd. to collaborate with the People’s Committee of Hai Chau Ward to implement measures for the protection and management of the project, ensuring the urban beauty of the area.
The restaurant and marina project south of the Han River Port is owned by I.V.C Co., Ltd., headed by Mr. Phan Van Anh Vu (also known as Vu “nhom”), and covers an area of over 4,000 square meters.
I.V.C Co., Ltd. was granted a land lease by the Da Nang People’s Committee in late 2015. By 2017, the project was completed. However, before it could be put into operation, Mr. Phan Van Anh Vu was arrested, leading to the project’s closure until the present day.
