Low Compensation Disbursement Rates Among Units in Ho Chi Minh City

The Ho Chi Minh City Department of Agriculture and Environment has released a report on the disbursement of public investment capital for compensation projects allocated in 2024 and 2025.

According to the report, as of now, the total compensation capital for 2025 across three regions covers 287 projects, amounting to 56.949 trillion VND. Of this, 36.204 trillion VND has been disbursed, achieving a rate of nearly 64%.

In 2025, Ho Chi Minh City has 121 projects, with 20.870 trillion VND disbursed out of 25.143 trillion VND (83%); Ba Ria – Vung Tau has 80 projects, with 2.852 trillion VND disbursed out of 6.672 trillion VND (43%); and Binh Duong has 86 projects, with 12.480 trillion VND disbursed out of 25.133 trillion VND (50%).

Specifically in Ho Chi Minh City, several districts have very low disbursement rates.

District 3 Compensation Board has disbursed 53 million VND out of 4.4 billion VND (1.2%). Binh Thanh District Compensation Board has disbursed 374 million VND out of 69 billion VND (0.54%). Go Vap District Compensation Board has disbursed 73 million VND out of 637 billion VND (11%).

Meanwhile, Tan Phu District Compensation Board has yet to disburse any funds from the allocated 29 billion VND.

The Department of Agriculture and Environment has urged project owners requiring cleared land for construction to proactively coordinate with local authorities and Compensation Boards to ensure legal compliance, land recovery, and timely handover of cleared sites for construction.

Recommendations and solutions beyond the authority of local bodies should be promptly compiled, reported, and submitted for guidance to address unresolved issues not covered by current legislation, avoiding prolonged compensation and land clearance processes.

Regarding compensation payment and land handover in 2024, data from 17 Land Clearance Compensation Boards indicates a total compensation capital of 29.987 trillion VND for 157 projects.

To date, 29.342 trillion VND has been disbursed (nearly 98%), with 24.307 trillion VND paid out (83%). The land handover rate stands at 80%.

According to the 2025 public investment capital disbursement plan by the Ho Chi Minh City People’s Committee, the goal is to achieve a 100% disbursement rate by the end of 2025 (until January 31, 2026).
