Over 9,000 Surplus Land and Property Facilities Nationwide

Streamlining administrative units and organizational structures, the Ministry of Finance reveals that over 9,000 surplus land and property assets remain nationwide, requiring further resolution. Starting this December, the progress of handling these redundant facilities will be made public.

On the morning of December 4th, during a conference addressing the arrangement and disposal of public assets and headquarters following the reorganization of administrative units, Mr. Nguyễn Tân Thịnh, Director of the Public Asset Management Department at the Ministry of Finance, announced that in November, local authorities successfully processed 2,352 facilities.

As of December 1st, a total of 17,496 facilities have been processed, accounting for 65.8%. Of these, 798 facilities were allocated for healthcare purposes, 4,002 for education, 1,314 for cultural and sports activities, and 7,952 for administrative offices and public service operations.

There are 9,056 surplus facilities requiring further processing. Regarding equipment, 100% of commune-level administrative units have reported full equipment readiness to support their operations.

Several provinces, including Nghệ An, An Giang, Điện Biên, and Quảng Ninh, have made significant progress, substantially reducing the number of surplus facilities since July 1st.

A representative from Hanoi reported that the city has approved various disposal plans, including reallocating headquarters, repurposing facilities for cultural, sports, and public use, transferring to central agencies, assigning to public service units, or recovering assets for the Department of Natural Resources and Environment to handle as per regulations. Hanoi has also completed the equipping of new administrative units with necessary tools and machinery.

During the conference, several localities detailed their specific challenges in arranging and disposing of public assets and headquarters under the two-tier local government model.

Nghệ An has categorized and repurposed assets or transferred them to local management, while also allocating resources to commune-level units according to standards. However, the province faces challenges such as incomplete legal documentation for some facilities, inconsistent planning, vast geographical areas, and post-merger communes located far from centers, along with localized staffing imbalances.

Deputy Minister of Finance Đỗ Thành Trung noted that while some provinces like Nghệ An and Vĩnh Long have completed the initial phase of arrangement and disposal, others still have a significant number of surplus facilities to address. He emphasized the urgency of completing the allocation of all surplus facilities to managing entities by the end of the year, as directed by the Politburo, Secretariat, Government, and Prime Minister.

The Ministry of Finance urged local leaders to directly inspect, supervise, and promptly resolve emerging issues within their jurisdiction, particularly regarding the disposal of public assets and headquarters. They also stressed the importance of assigning clear responsibilities to members of the People’s Committees, departments, and commune-level units for effective implementation.

Starting this December, the Ministry of Finance will publicly disclose the progress of surplus headquarters disposal in accordance with the Prime Minister’s directive.
