Proposed Government Policies: Tailored Initiatives for the North-South High-Speed Rail Project

At the 52nd session held on the afternoon of December 4th, the National Assembly Standing Committee provided feedback on the draft Resolution of the National Assembly regarding specific mechanisms and policies tailored for the high-speed railway project along the North-South axis.

The first policy involves separating compensation, support, resettlement, and the relocation of electrical infrastructure with voltages of 110 kV or higher into independent projects. Funding will be allocated from both central and local budgets.

Local authorities and Vietnam Electricity (EVN) will be responsible for planning, investment decisions, and implementing compensation, support, and resettlement projects within their jurisdictions. These projects will not require separate investment approval.

Central budget funds will be directly allocated to local authorities and EVN for implementation. If central funds are not immediately available, local authorities may use their own budgets, with the central government reimbursing them once funds are secured.

Minister Tran Hong Minh explained that separating these components into independent projects will allow compensation, support, resettlement, and electrical infrastructure relocation to proceed independently and concurrently with the feasibility study.

Direct allocation of central funds to local authorities and EVN, bypassing the Ministry of Construction, will expedite project implementation.

Localities can adjust land clearance projects independently, reducing procedural dependencies and enhancing local autonomy.

Additionally, allowing localities to use their budgets or mobilize non-budget funds for compensation, support, and resettlement will increase flexibility and accelerate progress.

The second policy authorizes the National Assembly’s Standing Committee to review and approve additional special mechanisms or policies for investment methods during non-session periods, ensuring timely project implementation. These decisions will be reported to the National Assembly at the next session.

Minister Tran Hong Minh emphasized that this mechanism, similar to that used for the Gia Nghia – Chon Thanh section of the North-South West Expressway, will ensure project timelines and encourage private sector participation.

Regarding the first policy, the Committee supports separating compensation, support, resettlement, and electrical infrastructure relocation into an independent component. However, it recommends that the government oversee feasibility studies to ensure consistency and clarity in total investment, land acquisition, and timelines.

For the second policy, the Committee noted that the National Assembly’s Resolution 172/2024 already covers this, making further proposals unnecessary.

During discussions, Minister Tran Hong Minh highlighted that treating land clearance as an independent project will significantly streamline processes. Under current rules, land clearance and resettlement can only begin after the entire project is approved, causing delays. The government’s proposal aligns with the Public Investment Law and Railway Law, which allow for independent public investment projects in compensation and resettlement for PPP or business-led railway projects.

Deputy Prime Minister Nguyen Hoa Binh emphasized the urgency of implementing the high-speed rail project as soon as preparations are complete. Given the National Assembly’s term-end, the government seeks authorization for the Standing Committee to act on certain matters, as outlined in the second policy.

Regarding the first policy, Deputy Prime Minister Binh suggested broadening its scope to include other infrastructure, such as transportation facilities and stations, to ensure comprehensive development.

In conclusion, Vice Chairman of the National Assembly Vu Hong Thanh confirmed that the Standing Committee will submit these policies to the National Assembly for approval and inclusion in the Resolution of the 10th Session.
