Determined to “Weather the Storm” and Reach the Finish Line
In early December, at the Quang Ngai – Hoai Nhon Expressway construction site—the largest component project of the North-South Expressway phase 2021-2025—thousands of engineers and workers are racing against time to complete the final tasks. The 88km route has taken shape, with all 60 bridges on the main line having completed their bridge decks, and 80 out of 83.5km of the road surface paved with asphalt.
Of the three tunnels totaling 4.5km in length, Tunnel 1 and Tunnel 2 have completed all construction work and are testing systems such as fans, lighting, public address systems, and fire safety equipment.
Meanwhile, Tunnel 3, the longest at 3,200 meters and the largest in the North-South Expressway project, has seen Deo Ca Group complete the concrete shell for both tubes. Installation of equipment in the right tube (scheduled for Phase 1 operation) is underway, ensuring alignment with the project’s overall timeline. Upon completion, it will be Vietnam’s third-longest road tunnel after Hai Van and Deo Ca, showcasing Vietnamese enterprises’ capability to “conquer mountains and penetrate passes.”
For tunnel construction, Deo Ca Group has leveraged experience from complex projects like Deo Ca, Cu Mong, and Hai Van tunnels, innovating the “Deo Ca System”—an advanced adaptation of the traditional NATM method. This approach expands workspace, shortens excavation cycles, and accelerates tunnel breakthroughs. As a result, Tunnels 1 and 2 were completed 3-5 months ahead of schedule, while Tunnel 3 finished 7 months early.
During the final stretch, prolonged heavy rains in Central Vietnam have complicated asphalt paving and finishing work. Tran Dai Xuan, Deputy Project Director, noted that contractors immediately mobilize equipment and labor whenever weather permits. The main route’s asphalt paving is nearly complete, and safety features—signage, anti-glare screens, guardrails, and road markings—are being installed rapidly, expected to finish within days.
“With unwavering determination, Deo Ca Group’s contractors are turning challenges into motivation, refusing to let weather slow progress. We’re committed to meeting quality standards and inaugurating the project by December 19, 2025, contributing to Vietnam’s 3,000km expressway goal,” emphasized Mr. Xuan.
The government requires completion by end-2025, 8 months ahead of the original contract. However, clear land handover only occurred in mid-October 2025, coupled with adverse weather. To stay on track, Deo Ca Group-led contractors deployed over 3,500 personnel (peaking at 4,000) and 1,100 pieces of equipment, working 3 shifts per day to address delays and unforeseen issues.

Infrastructure Boost to Unleash Central Vietnam’s Economic Potential
The Quang Ngai – Hoai Nhon Expressway spans 60.3km in Quang Ngai Province and 27.7km in Gia Lai Province. Connecting the Da Nang – Quang Ngai and Hoai Nhon – Quy Nhon expressways, it will alleviate pressure on National Highway 1 while creating new economic corridors, fully unlocking regional potential and driving national growth.
Travel time between Quang Ngai and Gia Lai will be halved compared to National Highway 1. The expressway will also distribute traffic, reduce congestion, and enhance road safety by decreasing accidents on the existing highway.
Additionally, it completes the eastern North-South Expressway segment from Da Nang to Khanh Hoa, forming a high-speed backbone. Modern infrastructure will elevate local competitiveness, attracting industrial and service investments along the route.
Economically, the expressway will boost logistics by connecting key economic zones like Dung Quat (Quang Ngai) and Nhon Hoi (Gia Lai), reducing transport costs. It will also facilitate seamless tourism between Central Vietnam’s attractions (Sa Huynh, Quy Nhon, Ly Son), benefiting both visitors and locals.
Critically, during Central Vietnam’s stormy season, the expressway’s elevated design and efficient drainage will ensure uninterrupted travel, aiding rescue and evacuation efforts when National Highway 1 is flooded. The Quang Ngai – Hoai Nhon Expressway will propel Quang Ngai, Gia Lai, and the entire Central region into a new era of socioeconomic prosperity alongside the nation’s advancement.
Quảng Ngãi – Hoài Nhơn Expressway: The Final Sprint
After nearly three years of construction, the Quang Ngai – Hoai Nhon Expressway project has surpassed 90% completion, entering its final sprint phase. The investor and joint contractors have mobilized over 3,000 workers and 1,100 pieces of equipment, operating in three shifts around the clock, to ensure the entire route is ready for opening on December 19, as directed by the Prime Minister.

With a total investment exceeding 36 trillion VND, this groundbreaking project is set to commence construction in Q4 2025 and is anticipated to be completed and operational by 2028.
