On the morning of December 3rd, the National Assembly listened to Deputy Prime Minister Nguyen Hoa Binh’s report on the implementation of several resolutions from the 14th and 15th sessions of the National Assembly regarding specialized supervision and questioning.

146 out of 676 enterprises have had their restructuring plans approved

According to the Deputy Prime Minister, over the past period, many tasks have been completed with significant results, while others have shown initial progress and require continued focus in the future.

In the financial sector, the Government has submitted to the National Assembly for approval eight laws on the state budget, pricing, management of state capital in enterprises, and several specialized tax laws.

Aggressive measures have been taken to address tax arrears, with significant recovery results: VND 49 trillion in 2023, VND 63 trillion in 2024, and by June 30, 2025, cumulative tax debt recovery is expected to reach VND 51 trillion.

Efforts have been focused on perfecting the legal framework and implementing solutions to boost the recovery of the corporate bond market. The national credit rating has been maintained at a positive level. The restructuring of state-owned enterprises continues, with 146 out of 676 enterprises (21.5%) having their restructuring plans approved as of September 2025.

In the banking sector, legal frameworks for banking activities are being reviewed and improved to ensure efficiency and risk mitigation. Mandatory transfers have been executed for three compulsorily acquired banks and Dong A Bank.

By the end of October 2025, the on-balance-sheet bad debt ratio was controlled at 1.64%, excluding bad debts from five banks: MBV (formerly Ocean Bank), Global Petro Bank, VCBNeo (formerly CBBank), Vikki Bank (formerly Dong A Bank), and Saigon Bank.

Credit growth across the system has improved, ensuring sufficient capital for the economy. Comprehensive measures have been implemented to enhance gold market management.

In the industry and trade sector, market management, e-commerce, and campaigns against smuggling, trade fraud, counterfeit goods, and intellectual property violations have been systematically deployed, yielding positive results and ongoing enhancements.

In the first six months of 2025 (from December 15, 2024, to June 14, 2025), market management forces inspected 11,568 cases, handled 9,919 violations, and imposed administrative penalties totaling VND 266 billion. This includes VND 121 billion in fines, VND 145 billion in seized goods value, VND 141 billion remitted to the state budget, and 76 cases transferred to investigative agencies for suspected criminal activities.

Aiming to surpass 3,000 km of highways by the end of 2025

In the construction and transportation sector, the Government has issued five decrees implementing the 2023 Housing Law and the 2023 Real Estate Business Law. The Prime Minister has issued several directives to resolve challenges, promote social housing, and implement the plan to build at least one million social housing units.

Priority has been given to strategic infrastructure projects, particularly the North-South Eastern Highway, ring roads in Hanoi and Ho Chi Minh City, and Long Thanh Airport. Approximately 2,476 km of highways have been put into operation, with efforts to exceed 3,000 km by the end of 2025. The North-South Eastern Highway is expected to be substantially completed. Around 1,397 km of coastal roads have been operational, with plans to surpass 1,700 km by the end of 2025. Electronic toll collection has been implemented at 100% of BOT stations.

In the interior sector, positive results have been achieved in streamlining the workforce. From 2022 to 2026, the number of civil servants has been reduced by over 5%, and the number of public employees receiving salaries from the state budget has decreased by over 15%. To date, 146,800 individuals have retired under policies and regulations for officials, civil servants, public employees, and military personnel as part of organizational restructuring at all administrative levels.

In the inspection sector, efforts have focused on developing annual inspection programs and plans with clear priorities, particularly in sensitive areas such as construction, land, investment, finance, and public assets.

Inspections have led to financial recovery recommendations, asset retrieval for the state, and the transfer of numerous cases to investigative agencies. Anti-corruption, waste prevention, and negative behavior mitigation efforts have been comprehensively implemented.

Resolution No. 70/2024/QH15 on special mechanisms and policies to address difficulties and obstacles in projects, land issues, inspection conclusions, and court rulings in certain provinces and cities has been submitted to the National Assembly. Progress has been made in resolving 1,759 out of 2,161 projects and land properties, achieving an 81.39% completion rate.
