Unlocking Progress: Phú Thọ Resolves Challenges for Hòa Bình – Hà Nội Link Road and Hòa Bình – Mộc Châu Expressway Projects

Provincial leaders in Phú Thọ have urged contractors working on the Hòa Bình - Hà Nội Regional Link Road and the Hòa Bình - Mộc Châu Expressway to accelerate construction efforts, particularly during the dry season. They also called on local authorities to swiftly resolve land clearance issues and engage with residents to secure unanimous agreement, ensuring a clear construction site that guarantees both project timelines and quality.

According to the People’s Committee of Phu Tho Province, on December 4th, Vice Chairman of the Provincial People’s Committee, Mr. Quach Tat Liem, led a working delegation to inspect the progress of the Hoa Binh – Ha Noi Regional Link Road and the Hoa Binh – Moc Chau Expressway projects.

The Project Management Unit of Hoa Binh Region reported that, to date, the total construction value has reached over 509 billion VND, equivalent to 30.56% of the contract. Across the entire route, the contractor is operating 11 construction sites; over 20km of road foundation has been excavated, achieving 65% of the volume, with K95 foundation at 46% and K98 foundation at 26%. The drainage system is also accelerating, with more than 8,000 units of various types of culverts completed. Three out of four civilian underpasses have been finished, and construction has been initiated at 18 out of 20 bridge sites. The contractor plans to start asphalt paving from December 12th.

Regarding disbursement, the project has paid out 1,402 billion VND, exceeding 60% of the total allocated capital. Specifically, in 2025, disbursement was slow due to land clearance issues, prompting the investor to propose reallocating 131.5 billion VND to the 2026 – 2030 phase.

The investor’s report highlights that land clearance remains the most significant bottleneck. Some localities are slow in handing over land due to incomplete land records, discrepancies between actual and certified land areas, resettlement challenges, or disagreements over compensation prices among residents.

Inspecting problematic sites such as Doi Co Mo (Luong Son) and Km30+200 (Ky Son), Vice Chairman Quach Tat Liem urged units to maximize manpower and equipment, organize simultaneous construction during the dry season, accelerate progress while ensuring labor safety. Departments and agencies were instructed to closely coordinate with local authorities to resolve land clearance issues and expedite legal documentation completion.

Provincial leaders also directed the Project Management Unit to closely monitor construction sites, promptly report any arising issues to the Provincial People’s Committee, and tasked local authorities with communicating and mobilizing residents to reach consensus and promptly hand over cleared land.
