The Tam Bac River Embankment Phase 2 project (from Lac Long Bridge to Hoang Van Thu Bridge) was initiated by the former Hong Bang District People’s Committee, now Hong Bang Ward (Hai Phong City), in October 2022. Its aim is to enhance the urban landscape along the Tam Bac and Cam Rivers, as well as the Nguyen Thuong Hien Street area in the city center.
The project includes the construction of an 819-meter-long concrete sheet pile embankment along the Tam Bac and Cam Rivers, the expansion of Tam Bac, Ben Binh, and Nguyen Thuong Hien Streets, and the construction of a new Nguyen Thuong Hien Street. The total investment is over 557 billion VND from the state budget.
Initially scheduled for completion between 2022 and 2024, the project has faced delays of over a year, with many components still unfinished. In November 2025, Mr. Le Tien Chau, Secretary of the Hai Phong City Party Committee, inspected the site and directed efforts to accelerate construction.
Following the inspection, the Hai Phong City People’s Committee urged the acceleration of construction in Hong Bang and Hong An Wards. They aim to complete all pending components and finish the project by the end of 2025.
According to the Hong Bang Area Project Management Board, a section of the Cam River embankment was damaged by a cargo ship collision, leading to broken sheet piles. The prolonged compensation process has significantly delayed construction. The image shows the damaged foundation of the Tam Bac River embankment.
Since November 2025, the Project Management Board has instructed contractors to expedite sheet pile installation, beam construction, and rock placement.
Additionally, damaged railings along the Cam River are being replaced, and missing sections are being installed.
For the landscaping component, contractors are leveling park grounds, pouring concrete, laying tiles, and planting trees.
Along the Tam Bac River, unfinished drainage channels between sidewalks and railings have been turned into vegetable gardens by locals. Some sidewalks remain incomplete, overgrown with weeds.
Completed sections along the Tam Bac River feature paved sidewalks, streetlights, and railings. These areas have become popular spots for exercise and recreation among Hai Phong residents.
