Vingroup to Break Ground on Multi-Billion Dollar Projects Across Vietnam, Including $18 Billion Landmark Development

On December 19th, Vingroup will simultaneously commence and inaugurate a series of large-scale projects, alongside 232 other constructions and developments across the nation.

On December 19th, the nation will witness the simultaneous groundbreaking and inauguration of 232 projects and constructions, totaling VND 1,100 trillion, in celebration of the 14th National Party Congress.

Previously, the Ministry of Construction reported 232 eligible projects from ministries, localities, corporations, and companies across 34 provinces and cities for groundbreaking and inauguration during the Congress. These include 149 groundbreaking and 83 inauguration projects.

The Ministry proposed 79 live and online broadcast points at large-scale, significant projects. Approximately 34 points will host Party, State, National Assembly, Fatherland Front, and Government leaders, along with ministerial representatives.

Vingroup contributes several large-scale projects in urban development, industry, and transportation infrastructure.

Ha Long Xanh Mega Urban Complex – Vingroup’s Largest Investment

The highlight on December 19th is the Ha Long Xanh mega urban complex, Vingroup’s largest investment to date at over VND 456.6 trillion (nearly USD 18 billion). Spanning 4,100 hectares, it includes 1,000 hectares in Tuan Chau Ward and 3,100 hectares in Ha An Ward, Quang Ninh Province.

As of November, 80.76% of the required land has been cleared and handed over to the developer, a positive sign for such a large, complex project.

Strategically located, the project borders the Ha Long – Hai Phong Expressway to the north, Hot River and Ha Long Bay to the east and south, and Chanh River to the west. Vingroup also proposes a 350 km/h Hanoi – Ha Long high-speed railway.

This railway will revolutionize Quang Ninh – Hanoi connectivity and enhance Ha Long Xanh’s value, Vingroup’s most significant investment.

With a 30-minute travel time from Hanoi to Ha Long via high-speed rail, Quang Ninh will evolve from a tourist destination to an extended living space for Hanoi residents.

Cam Ranh Bay Urban Area – Boosting South Central Coast Economy

On December 19th, the Cam Ranh Bay Urban Area will also break ground. With over VND 85.293 trillion (USD 3.2 billion) and 1,250 hectares, it will house 230,000 residents in 10,000 villas, 8,400 townhouses, and 20,000 social housing units, totaling 12,503,547 m².

This 25 km coastal urban complex features modern technical and social infrastructure, located 6 km from Cam Ranh International Airport and 7 km from Cam Ranh International Port.

Positioned as a model modern urban area in the South Central Coast, it aims to create a comprehensive living space integrating technical and social infrastructure.

Beyond housing, the project focuses on entertainment and tourism, leveraging its 25 km coastline with resorts, marinas, beach sports, and dining, attracting locals and tourists.

Ben Thanh – Can Gio Metro: High-Speed Infrastructure Leap

In transportation, the Ben Thanh – Can Gio metro, invested by VinSpeed, will start on December 19th. This 53 km, VND 85.650 trillion project features a 1.435 mm double track with a 350 km/h maximum speed.

Designed for 350 km/h, it surpasses traditional metros, reducing travel time and boosting Ho Chi Minh City’s coastal development.

Starting in 23/9 Park, it runs along Le Lai Street, turns at Nguyen Thai Hoc, follows Ky Con, and crosses Ben Nghe Creek.

After the creek, it heads northeast to Hoang Dieu Street, then southeast along Nguyen Tat Thanh – Doan Nhu Hai.

Continuing to Nha Rong Port, it reaches Tan Thuan 2 Bridge, follows Nguyen Van Linh, crosses Nguyen Thi Thap, and enters Tan My Ward. Crossing Soai Rap River, it follows Rung Sac Road to Can Gio coastal urban area.

Upon completion, travel from Ben Thanh to Can Gio will take just 13 minutes, transforming coastal access. Covering 318 hectares across 8 wards, it includes a depot, two maintenance centers, and connects to Metro Line 1 at Ben Thanh Station, forming an integrated transport network.

VinMetal in Vung Ang – Steel Industry Breakthrough

In industry, Ha Tinh is finalizing a high-tech steel plant in Vung Ang, set to start on December 19th. The province aims to select the site by November 30, 2025, and issue the investment certificate by December 10.

In October, Vingroup established VinMetal, marking its entry into metallurgy, vital for Vietnam’s heavy industry.

With VND 10 trillion, VinMetal will build a high-tech steel complex in Vung Ang Economic Zone. Phase 1 targets 5 million tons/year, producing hot-rolled steel, high-strength steel, and alloys for electric vehicles, construction, and infrastructure.

Key products include steel plates, auto body stamping steel, and rail steel, meeting international standards to replace imports and expand exports.

VinMetal will supply Vingroup’s core sectors like Vinhomes and VinFast, and support national projects like North-South high-speed rail and Hanoi – Quang Ninh rail.
