“Winning a Home but Not Meeting Needs”
According to the developer—a joint venture between Him Lam Thu Do JSC and BIC Vietnam JSC—the Thuong Thanh Social Housing (NƠXH) project comprises a total of 1,951 social housing units, with apartment sizes ranging from 32.31m² to 77m².
The project conducted an online lottery on November 24 to determine eligible buyers or renters, and is currently awaiting approval from the Department of Construction for the final list.

While winning the right to purchase social housing is a significant achievement in Hanoi’s rising real estate market, many winners are now grappling with concerns about long-term livability.
Mr. Hai (name changed), who won a one-bedroom apartment in the Thuong Thanh project, expressed mixed feelings. “I’m fortunate to have won, but at just over 32m², it’s nearly impossible for a family of 4–5 to live comfortably long-term,” he shared.
“With five family members, we were hoping for a unit of at least 54m² with two bedrooms. Winning a unit just over 32m² feels like winning a home that doesn’t meet our needs—it’s disappointing,” Mr. Hai added.
In response, many residents have proposed allowing winners to swap units among themselves to better align with their needs.
Research reveals that other social housing projects in Hanoi offer more suitable unit sizes. For example, Uy No Social Housing (Dong Anh District) features units from 40m² to 76.6m²; CT3 Kim Chung (Thien Loc Commune) offers units from 49.5m² to 64m²; and NO1 Ha Dinh (Thanh Liet Ward) provides units from 70m² to 76.24m²—all better suited for multi-generational families.
This comparison highlights that the Thuong Thanh project has a higher proportion of smaller units, increasing the likelihood of winners receiving less livable spaces, especially through a random online lottery system.
Reevaluating Social Housing Unit Sizes
In an interview with Tien Phong, a representative of the Thuong Thanh project’s joint developers explained, “We didn’t intend to design such small units, but the project’s layout had to align with the local population distribution.”
When asked about allowing residents to swap units, the developers firmly stated that it’s not permitted, as it could lead to exploitation.
Dr. Tran Xuan Luong, Vice Director of the Vietnam Real Estate Market Research Institute, suggests a more balanced approach to social housing unit sizes. “Reducing the number of ultra-small units under 35m² and increasing those between 50–60m² would better meet the needs of most families,” he advised.
“A random lottery is only fair when unit sizes are reasonably distributed. If there are too many small units, the frustration of ‘winning but not being able to live’ will persist among residents,” Dr. Luong concluded.
