Effective from December 1, 2025, IVB will discontinue its free Napas 24/7 instant money transfer service for individual customers, which was previously active since November 21, 2023.
Under the new fee policy, IVB will only waive the 24/7 instant transfer fee based on customers’ banking service contributions (T.O.I), such as deposits, loans, and card transactions, if the T.O.I value is 10 million VND or higher.
For T.O.I values below 10 million VND, IVB will charge customers a fee for instant transfers at two rates:
A fee of 4,125 VND (including VAT) for T.O.I under 500,000 VND, and a fee of 2,750 VND (including VAT) for T.O.I between 500,000 VND and under 10 million VND.
IVB calculates and records each customer’s T.O.I periodically based on transaction data and the banking products and services they use.
The new fee structure will apply to all individual customers from December 1, 2025, except those enrolled in other preferential fee packages or currently benefiting from IVB’s promotional programs.

The “Zero Fee” policy for instant money transfers, implemented by banks in recent years, has significantly promoted cashless payments.
Leading banks in offering free instant transfers within and outside their systems include Techcombank, VPBank, TPBank, MB, Vietcombank, BIDV, and VIB.
These banks provide unlimited free transfers, although each has specific transaction limits (maximum amount per transfer and daily total) to ensure security.
According to the State Bank of Vietnam, in the first nine months of this year, cashless payment transactions increased by 43.32% in volume and 24.23% in value compared to the same period in 2024, indicating a strong shift towards digital payments.
Specifically, internet transactions rose by 51.2% in volume and 37.17% in value; mobile transactions increased by 37.37% and 21.79%; QR Code payments continued to excel with a 61.63% increase in volume and 150.67% in value. Meanwhile, ATM transactions decreased by 16.77% in volume and 5.74% in value, reflecting a decline in cash usage.
As of September, there were over 10.89 million Mobile-Money accounts nationwide, with 70% in rural, mountainous, and remote areas. Collectively, these accounts processed more than 290 million transactions worth over 8.5 trillion VND.
