Hanoi Finalizes Deadline for Land Clearance of Seven Red River Overpass Projects

Hanoi has mandated that 19 communes and wards must complete land clearance by December 31, 2025, to facilitate the construction of seven bridges across the Red River.

Deputy Chairman of the Hanoi People’s Committee, Duong Duc Tuan, has signed and issued an official dispatch implementing the directives outlined in Notification 88 from the Hanoi Party Committee, dated December 1, 2025.

The dispatch focuses on the construction of seven bridges spanning the Red River in Hanoi, emphasizing key directives for their development.

Regarding land clearance, Hanoi’s leadership has instructed the People’s Committees of the following districts and communes: Tay Ho, Hong Ha, Bo De, Dong Anh, Thanh Tri, Nam Phu, Bat Trang, Cua Nam, Long Bien, Hai Ba Trung, Thuong Cat, Thien Loc, Phuc Tho, Me Linh, O Dien, Hong Van, and Thu Lam (Hanoi); as well as the People’s Committees of Van Giang, Phung Cong, and Me So communes (Hung Yen Province), to complete all land clearance activities by December 31, 2025. This will ensure timely handover of the cleared land to the Project Management Unit (PMU) for Hanoi’s transportation infrastructure projects.

Relevant departments and agencies in Hanoi are tasked with collaborating closely with local authorities and the PMU to relocate above-ground and underground utilities in alignment with construction phases, ensuring completion by the end of Q1/2026.

The People’s Committees of the aforementioned districts and communes are further instructed to review and propose mechanisms and policies for land clearance, compensation, and resettlement. These proposals should be incorporated into the draft Resolution on Hanoi’s special mechanisms, currently under development for submission to the National Assembly, and updated during the revision of the Capital Law.

To ensure project timelines, the Hanoi People’s Committee has directed the PMU and local authorities to oversee contractors in mobilizing all necessary resources—including labor, equipment, and machinery—to execute construction across all project segments simultaneously, following a “rolling” approach. A robust, three-shift, four-team work schedule has been mandated to expedite progress, with the goal of completing the Tu Lien, Tran Hung Dao, and Ngoc Hoi bridges ahead of the 2027 APEC Summit.

Additionally, the Hanoi People’s Committee has tasked the Department of Agriculture and Environment with coordinating efforts to secure construction materials from Phu Tho and Ninh Binh provinces. The department is to collaborate closely with project investors and relevant provincial authorities to ensure a steady supply of materials, in line with government directives.
