Ho Chi Minh City Mandates Public Disclosure of Delayed Project Lists

Ho Chi Minh City has directed relevant units to review and promptly reallocate capital from delayed projects to those with better disbursement potential. Additionally, the city will publicly disclose projects that are behind schedule.

Public Disclosure of Delayed Projects

The People’s Committee of Ho Chi Minh City has directed all departments, agencies, project investors, and local authorities to accelerate the disbursement of public investment capital as per the 2025 plan.

Accordingly, units and localities that have achieved a high disbursement rate (over 80%) are urged to continue striving to complete the 2025 plan and prioritize projects carried over to 2026.

Units and localities with low disbursement rates must intensify on-site inspections, resolve bottlenecks, reallocate capital from delayed projects to those with better disbursement potential, and enhance financial discipline by publicly disclosing delayed projects.

Simultaneously, preparations for the 2026 public investment plan should align with the new administrative structure to prevent capital stagnation due to legal delays.

The Department of Finance is tasked with monitoring, urging implementation, and compiling reports to propose solutions to the Chairman of the People’s Committee for issues beyond their authority.

Accountability for Delayed Compensation and Land Clearance

In related news, the Office of the People’s Committee of Ho Chi Minh City announced the conclusions of Vice Chairman Bùi Minh Thạnh at a meeting reviewing public investment disbursement and compensation progress for key projects in Bình Dương’s wards and communes.

Since implementing the two-tier local government model, compensation, resettlement support, and public investment disbursement have faced challenges due to organizational changes, complex coordination processes, and increased workloads amid an unstable new apparatus. This has impacted the progress of critical projects. However, the city and its departments have consistently held specialized meetings and issued directives to address these issues, while local authorities have actively implemented solutions guided by experts.

Vice Chairman Thạnh urged all units to maintain their commitment, build on achievements, and synchronously implement agreed measures to expedite compensation, land clearance, resettlement support, and public investment disbursement, aiming to fulfill 100% of assigned targets.

The Department of Agriculture and Environment, Bình Dương Land Fund Development Center, project management boards, and local authorities must urgently compile and submit rapid reports on compensation, land clearance, and public investment disbursement for key projects in Bình Dương.

For the Tân Bình resettlement area under the Ring Road 3 compensation project, the Department of Agriculture and Environment will lead efforts, in collaboration with the Department of Justice and relevant units, to guide Tân Đông Hiệp Ward in determining land type and conditions for compensation proposals. The plan must be legally sound, compliant with regulations, and balanced in benefiting both the state and citizens.

Local authorities must review, appraise, and approve compensation and resettlement files within two working days of receipt to accelerate public investment disbursement. The Department of Agriculture and Environment, Bình Dương Land Fund Development Center, project management boards, and local authorities must submit daily progress reports by 3 PM, including cumulative data, timelines, workloads, pending files, and assessments of causes, responsibilities, and solutions.

Directors of relevant departments and local authority chairs are fully accountable to the City Chairman for delays or non-compliance with assigned tasks.

According to the People’s Committee, the total public investment capital for 2025 in the city, post-restructuring, is 152,241 billion VND. As of November 4, Ho Chi Minh City has disbursed 67,251 billion VND (56.5% of the Prime Minister’s target).
