Pioneering Low-Emission Zone: Hanoi’s Ring Road 1 Set to Lead the Way

At a specialized information conference held on the afternoon of December 5th, Deputy Director of Hanoi’s Department of Agriculture and Environment, Nguyen Minh Tan, announced that the city will pilot a low-emission zone within the Ring Road 1 area starting July 1, 2026. This initiative is considered a pivotal step toward enhancing air quality, reducing vehicle-related pollution, and creating a safer living environment for urban residents.

The Department of Agriculture and Environment is collaborating with the Department of Construction and the People’s Committees of wards within Ring Road 1 to develop a Low Emission Zone (LEZ) project. This initiative involves gathering feedback from residents, relevant agencies, and the scientific community. The process includes a comprehensive review of the current situation, coupled with the exploration of tailored solutions for each street and residential area.

During the pilot phase, the plan includes restricting motorcycles, scooters, and fossil fuel-powered vehicles that do not meet Euro 4 emission standards during specific hours. The city will prioritize areas with established sustainable traffic management systems, such as pedestrian streets or locations with stringent environmental protection requirements. Preference will also be given to roads with seamless connectivity to facilitate efficient vehicle control.

Hanoi is also surveying locations for electric vehicle charging stations, expanding electric bike and motorcycle rental points, and enhancing public parking systems. Additionally, air quality monitoring stations will be installed within the pilot zone to assess the policy’s effectiveness.

Developing Policies to Support Vehicle Transition

The Department of Construction is drafting a resolution to support residents in transitioning to clean energy vehicles, which is expected to be submitted to the City Council in early 2026. This is a crucial preparatory step to ensure the pilot program is implemented cautiously and aligns with the unique infrastructure of the central area.

Deputy Director Nguyen Minh Tan announced that the LEZ project is scheduled to be submitted to the City Council in the first quarter of 2026. As the project is refined, the city will continue to install additional signage, reorganize traffic, and enhance communication to ensure residents understand the model’s benefits and operational procedures.

Implementation Timeline from 2026 to Post-2030

Resolution 57/2025/NQ-HĐND, effective from December 10, 2025, outlines the LEZ implementation timeline from 2026 to 2030. Phase 1, running from July 1, 2026, to the end of 2027, will pilot the program in select areas of Ring Road 1. Phase 2, from 2028 to 2029, will expand the program to the entire Ring Road 1 and parts of Ring Road 2. Starting January 1, 2030, LEZs will be established in wards and communes within Ring Road 3. After 2031, areas meeting the resolution’s criteria must implement LEZs as mandated.

Concluding the conference, Deputy Head of the Propaganda and Mobilization Commission of the City Party Committee, Vu Minh Tuan, emphasized that this is a significant initiative directly impacting residents’ lives. It plays a vital role in improving air quality, protecting public health, and promoting green transportation.

He urged the media to provide accurate and comprehensive information, clarifying the policy’s objectives and clearly communicating its scope, timeline, and target groups to prevent misunderstandings or public anxiety.
