The Thanh Liet Ward People’s Committee representative stated that the land area for the overpass construction project along Pham Tu – Xa La Road currently includes residential properties of over 100 households.
Before the implementation of the dual-level administration (prior to July 1, 2025), the Thanh Tri District People’s Committee conducted surveys, inventories, and developed compensation plans for these households. Most residents have agreed to the committee’s proposal.

However, according to the Thanh Liet Ward People’s Committee, after July 1, the administrative boundary of the intersection spans three wards. The Pham Tu Road section falls under Thanh Liet Ward, the Xa La Road section under Ha Dong Ward, and the Road 70 section towards Thanh Tri under Dai Thanh Commune.
Additionally, the land prices previously surveyed and used for compensation by the Thanh Tri District People’s Committee were based on rural land values. Now, the area is classified as urban.
“According to the Land Law, compensation rates differ between rural and urban land, with urban rates being higher. Residents have requested that the Thanh Liet Ward authorities adjust and recalculate the land compensation plan accordingly,” the Thanh Liet Ward representative explained.

In response to residents’ requests, Thanh Liet Ward has asked Hanoi City to review and approve the compensation plan based on urban or rural rates. “We are awaiting the city’s decision. If approved in December, we will collaborate with relevant units to finalize the plan and complete land clearance within two months,” the ward representative added.
According to Tien Phong, the 2.5 km Pham Tu Road connects Ring Road 3 to Road 70 – Xa La (Ha Dong). Despite being operational for over five years, the Xa La intersection remains incomplete.
To maximize project efficiency and address long-standing traffic issues, the Hanoi People’s Committee Chairman instructed Thanh Tri District in early 2025 to complete land clearance by Q2/2025 and the investor to finish the intersection by the end of 2025.
Currently, construction at the intersection site is at a standstill. The unfinished land clearance has created a bottleneck, resulting in an irregular shape at the project’s end, causing frequent traffic congestion and difficulties.
